Join our non-profit organization, where your heart and mind go to work! We are currently seeking a Systems Analyst to work in our Bethesda, MD, offices at the National Institutes of Health. Job Summary: The Systems Analyst is an American Red Cross (ARC) employee working under a contract with the National Institutes of Health (NIH) Clinical Center Department of Transfusion Medicine (DTM) in Bethesda, Maryland. The Systems Analyst will provide IT support for donor recruitment, donor management, donor safety and blood/blood component collection activities performed by the ARC contract at NIH. The DTM collects, processes, stores and distributes blood and cell therapy products for transfusion to Clinical Center patients as well as products for laboratory research use. In addition, it provides clinical laboratory diagnostic services, therapeutic apheresis and phlebotomy services, and transfusion services. It has active clinical and basic research programs as well as training programs for transfusion medicine fellows and specialists in blood banking. These functions are accomplished with automation and information management using several commercial off the shelf (COTS) applications and in-house developed applications for needs that are unique to our environment. Major Duties and Responsibilities: In coordination with DTM-IT policies and procedures, the ARC Systems Analyst serves as systems/server administrator for all donor recruitment, donor management, and donor safety-related computer applications supporting contracted services. In addition, provides systems analysis support as needed during the acquisition, installation and modification of these applications. - Plan and schedule installation of new or modified hardware, operating systems and applications software - Perform configuration management utilizing standard corporate tools to record change and problem activities for tracking purposes. - Ensure the integration of all systems components; e.g., procedures, databases, policies, software, and hardware - Apply and document change management procedures to system changes and upgrades utilizing standard corporate tools to record change and problem resolution activities for tracking purposes. - Create and manage user accounts, network rights, and access to systems and equipment - Monitor related system resources including performance, capacity, availability, serviceability, and recoverability - Write systems administration standard operating procedures for donor recruitment/ management/ safety-related applications - Maintain systems configuration for donor recruitment/management/safety-related applications - Manage the installation and integration of system fixes, updates, and enhancements to supported applications - Work with the DTM-IT team and end users to install, implement, and support donor recruitment, donor management, and donor safety-related applications systems. - Install new systems or new releases of donor recruitment, donor management, and donor safety-related database systems; determine table attributes, primary, and alternate keys for multiple databases. Install and upgrade hardware and software as necessary to enhance database performance. Research various hardware and software products; recommend solutions and implement approved products. - Create, format and generate reports of donor recruitment, donor health and quality attributes, and collection activities to support donor management and donor safety processes. All work performed must comply with regulatory and accreditation requirements relevant to Transfusion Medicine, including Food and Drug Administration current Good Manufacturing Practices and Quality Systems regulations, Centers for Medicaid and Medicare Clinical Laboratory Improvement Amendments, and AABB accreditation standards; as well as with regulatory and accreditation requirements relevant to information technology, including HIPAA; DHHS, NIH and CC guidelines and FISMA security controls. Deliverables: Upon request, the contractor shall provide documentary evidence of any or all work product, including, but not limited to the following tasks: - Work product and documentation related to installation and configuration of Database Management Systems (DBMS) for donor recruitment, donor management, donor safety and blood/blood component collection activities performed by the ARC contract at NIH. - Work products and documentation related to managing and maintaining DBMS to include performance metrics, system issues and corrective actions. - Work products related to written documentation such as SOPs, policies, work instructions, user guides, validation plans and test cases, and training materials developed. - Work products and documentation for creation of DBMS reports based on user requirements, to include data extract reports. - Periodic reports of project progress, and user support activities. Knowledge and Skills Required by the Position - MS-Office Suite to include Visual Basic for Applications - General principles and practice of databases and web applications - Healthcare Information systems - Gather requirements and develop reports using SQL Server Reporting Services (SSRS) - Project management - System Configuration management Qualifications: Education: 4-year college degree or equivalent combination of education and experience Computer Science, Information Systems, or related field. Experience: Minimum 3 to 5 years required. Essential Functions/Physical Requirements: Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working under challenging conditions. Work Conditions: Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout chapter jurisdiction, state and Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster. Travel: occasional travel to our Rockville office; current valid driver's license required.
