INTELLECTUAL PROPERTY ANALYST -- The Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) performs acquisition oversight, including technical, and programmatic evaluation of Major Defense Acquisition Programs (MDAPs), Major Automated Information System (MAIS) programs, and other DoD programs. The Assistant Secretary of Defense for Acquisition (ASD(A)), within the OUSD(A&S), has a support requirement for management of Intellectual Property Matters specific to DoD acquisition programs. -- Position Description: -- - -- Provide assessment of Intellectual Property Reports specifically, Section 813 and 875 recommendations - -- Provide support to champion the implementation of recommendations - -- Provide Executive Secretariat function to the DoD IPWG use to address the management of IP across the Department - -- Develop/update a process /system to track progress in the implementation of recommendations - -- Review/distribute lessons learned, create/amend policy and draft legislation - -- Establish forums for knowledge sharing - -- Draft OSD responses to Congress as needed related to IP matters, such as NDAA Section 802, 813, 875 requirements - -- Support the establishment of IP cadre of SME's to directly support the PMO's and PEO's - -- Support the creation of a new IP career path in the acquisition workforce - -- Research, analyze, compile, organize and present complex technical and legal material to sponsor representatives, legal representatives, faculty and staff in a clear and concise manner - -- Valuation of IP to ensure the DoD is not paying for more than it should while contractors are appropriately rewarded for their innovation and invention . -- Qualifications: -- - -- Experience facilitating agreements (e.g., research partnerships or contracts) through coordination with multiple internal and external stakeholders - -- Experience with building, enabling, supporting, and/or managing strategic partnerships and alliances - -- Experience, or training in negotiation, mediation, or agreement facilitation - -- Knowledge and experience with technology commercialization and technology transfer concepts and processes - -- Knowledge of Federal government regulations, policies and guidelines - -- Bachelor-s Degree in related field, equivalent experience/certification in a field relevant to the specific position, or substantial equivalent occupational experience. - -- 4-7 years relevant experience - -- Strong customer service, communication, research, analytical, and decision-making skills - ---- - Possess and maintain a Secret clearance Secret
