Position Title: Security Analyst Level 2 - SISS Position Schedule: Full Time Location: Springfield, VA Minimum Clearance: Top Secret Description of Duties: -- Strategic Operational Solutions, Inc. (STOPSO) is seeking candidates for a Security Analyst Level 2 position. At STOPSO, we deliver innovative systems, solutions and services in support of the critical missions of the Intelligence Community, Department of Defense, Department of Justice, and Department of Homeland Security along with other federal agencies seeking to ensure the safety and security of our nation. Support Requirements: * Utilize security concepts, principles and practices to analyze and resolve difficult and complex security issues * Assist, collaborate, and coordinate with other SIS offices and divisions (SISP, SISO, SISI, SISX, SISC, etc.) * Develop solutions and convey to internal and external customers * Provide security guidance to contractors using DoD and IC regulations and requirements - analyze complex data and make appropriate program recommendations * Monitor security applications through the review and analysis of appropriate metrics and maintains required records * Prepare and disseminate security procedures/guidance * Investigate and prepare impact statements, and provide recommendations on security/security violations * Provide guidance as required in implementing security requirements * Manage project milestones * Update and maintain appropriate records (e.g. database and hardcopy) of security actions * Conduct inspections and perform assistance visits, as required * Liaise with members of the DoD, the IC and other officials as required to keep abreast of current personnel * Interpret security policy on matters pertaining to processing, dissemination, and controlling of classified materials * Receive, control, and safeguard SCI and collateral information * Act as liaison between IC and other federal agencies and contractors * Prepare both SCI and collateral materials for shipment to other agencies/sites IAW applicable security handing procedures * Prepare outgoing classified messages on employees/contractor visiting other government facilities * Monitor security applications through the review and analysis of appropriate metrics * Risk management - conduct surveys and render impact statements or recommendations * Prepare and deliver briefings to internal and external customers Prepare various forms of correspondence * Develop the required program/operation to support tasks/requirements * Monitor and manage security operations and provide government with status reports and recommendations for decisions * Apply experience in supporting security concepts, principles and practices to analyze and resolve difficult and complex security issues * Provide service excellence in listening, understanding, and providing security response, guidance and resolution to the customer's questions and inquiries * Recommend to the customer proper classification/protection of national security data * Brief, process, and schedule external requests for polygraphs, clearances, debriefs, and background investigations * Create and maintain the polygraph examination scheduling process, maintain metrics of appointments and "no shows" * Provide customer liaison with all levels of customers to include IC and external customer base * Provide telephone and written status checks, including checks of internal and external personnel security databases * Assist Program Managers (PMs), Contracting Officers (Cos), and Contracting Officer Representatives (CORs) to prepare contract security guidance (e.g., DD Form 254) in accordance with the NISPOM, FAR and DFAR requirements * Coordinate with internal/external offices that support their program (e.g., DSS, DIA, etc.) * Establish emergency and contingency plans to protect IC assets in heightened levels of threat conditions * Provide agency level technical expertise concerning industrial security and information security * Provide Government with status reports and recommendations as required * Utilizes a variety of security concepts, principles and practices to analyze and resolve difficult and complex security issues * Perform functions as security control officer by verifying need-to-know processing program access requests, maintain applicable access databases, and conduct indoctrinations, debriefs, and annual training/revalidation, as needed * Ensure that all IC and contractor areas (CONUS and OCONUS) have met all DoD and IC standards for processing, handling and storing Sensitive Compartmented Information (SCI) and Collateral classified information prior to formal accreditation as a SCIF or secure area * Provide recommendations and guidance for new facilities and those to be renovated * Perform and conduct site security surveys, including compliance of technology equipment supporting SCIFs and collateral areas (e.g., access control, intrusion detection systems, locks, destruction devices, secure phones, etc.), prior to SCIF accreditation * Review and, if required, prepare Fixed Facility Checklist and documentation supporting the accreditation process. Investigate, and provide written impact statements or recommendations when deviations from standards are discovered and the resolution, for all IC SCIFs and collateral areas both government and contractor CONUS and OCONUS * Perform staff assistance visits. Provide guidance on implementing security requirements * Update and maintain appropriate records, accreditation packages, approvals, (e.g., database and hardcopy), Co-Utilization agreements, collateral areas, status remarks, expirations, and inspections (staff assistance visits), etc. * Monitor and manage security operations and provide management with status reports and recommendations for decisions * Apply experience in supporting security concepts, principles and practices to analyze and resolve difficult and complex security issues * Interpret security policy on matters pertaining to processing, dissemination, and controlling of classified materials * Coordinate with other SIS office and divisions (SISP, SISC, Policy, Classification Management, etc.) Develop solutions, and convey to internal and external customers. Provide agency level technical expertise concerning physical security, industrial security, foreign disclosure/release and information security * Provide industrial security guidance to contractors using the NISPOM requirements * Conduct inspections and performs assist visits, as required * Liaise with members of the DoD, the IC and others officials as required to keep abreast of current issues, as required and insofar as protocol permits * Provide support to established OPSEC program * Utilize analytical processes to deny adversary information concerning IC's intentions and capabilities by identifying, controlling, and protecting IC assets, associated with the Government's planning processes or operations * Ensure compliance with policies (DCID, DoD, and IC), standards and Executive Orders regarding OPSEC and information security * Coordinate and consolidate information to support formal and informal action items in support of OPSEC and security monitors program * Conduct continual research into cutting edge OPSEC trends * Facilitate the IC Working Groups (OPSEC and Security Monitors) * Assist in developing products to market the program (i.e., web-based pamphlets) * Review IC public release (e.g., media, TV, newspaper, etc.), professional academia papers, and briefing presentations for OPSEC and render written recommendations * Update and maintain appropriate records (e.g., database and hardcopy) OPSEC decision recommendations, meeting minutes, etc. * Maintain an aggressive program that consistently brings security issues to the attention of the Government * Assist the government SEA team and other SIS Divisions to determine the scope and direction of the Program * Support training course administration to include; scheduling students for internal and external training, and customer service * Establish and maintain training relationships and networking with external government agencies * Maintain distribution list of customers for product inventories * Plan, coordinate, schedule and market the SEA Program both locally and regionally to include an annual security event at IC Headquarters and major sites * Assist in the management of the SEA material inventory, ordering and tracking * Support internal and external SEA events to include occasional CONUS travel * Evaluate SEA program efficacy and make recommendations for improvement * Prepare SEA briefings and products (e.g., website content and computer-based training) * Provide technical security expertise in one or more of the following security disciplines: personnel, physical/industrial, computer investigations, and operations * Monitor and manage security programs and provides status reports and recommendations for decisions * Provide agency level technical expertise concerning the identified security disciplines * Conduct inspections and perform assistance visits as required * Analyze complex physical security issues and provide cost-effective recommendations that meet policy requirements * Provide expertise, as required to the IC Security Customer Service Support Center/Help Desk, in order to assist internal and external customers in a timely manner Experience Requirements: * A Level 2 with a minimum of two (2) years' experience, and with one (1) or more years' experience in the intelligence community focused on IC experience * Demonstrated working knowledge and understanding of the Intelligence Community (IC) and DoD Education Requirements: -- * An A.S or A.A. degree or related experience in a business, engineering, or IT field The Company -- Strategic Operational Solutions, Inc. is an IT strategy and management company specializing in delivering strategic solutions that enhance business operations in the Federal sector across DoD, DHS, IC, an
