Overview IDA---s Strategy, Forces, and Resources Division (SFRD) in our Systems and Analyses Center performs integrated, interdisciplinary studies of plans and policies related to national security strategy and the structure and capabilities of U.S., allied, and adversary forces and supporting infrastructure.-- In addition, the Division assists U.S. and partner nations in the development, implementation, and assessment of the management processes necessary to sustain efficient and effective national security establishments.-- Challenging career opportunities now exist in SFRD.-- IDA takes great pride in the high caliber and timeliness of its analyses, which are produced in an atmosphere that encourages independent thinking and objective results.-- Work at IDA is conducted in a team environment and often involves a multi-disciplinary approach.-- Researchers work closely with, and are in frequent contact with, government sponsors.-- Consequently, strong communications skills are greatly valued. Responsibilities SFRD is seeking candidates for the research staff to contribute to Department of Defense's (DoD)--responsibility to Assess, Monitor, and Evaluate U.S. DoD Security Cooperation programs and activities. The work involves assisting the Deputy Assistant Secretary of Defense for Security Cooperation (DASD-SC), the Joint Staff J5 Security Cooperation Division, and Geographic Combatant Commanders in developing frameworks and processes that will be used to assess, monitor, and evaluate DoD Security Cooperation programs and activities. Further, on behalf of the DASD-SC, the candidate may also be asked to work within an inter-disciplinary team to conduct independent evaluations of significant security cooperation initiatives as designated by the Office of the Secretary of Defense. The work will largely be performed in the National Capital Region. Some domestic and overseas travel will be required when part of an evaluation team. When an evaluation is being conducted, it will be an essential and necessary component of the work; so the candidate must be willing to travel. Contributions to other SFRD research program areas (such as joint capability analyses, risk identification and management, organizational design and assessment, and analysis of the efficacy of particular programs or operational concepts) are possible.-- Qualifications Highly qualified individuals are sought, particularly self-starting professionals. Successful candidates need to exhibit strong analytical and communication skills, a capacity for independent thought, and sound judgment.-- Candidates--will need to exhibit excellent interpersonal skills, experience in successfully supporting and working with senior officials in government or the private sector, and demonstrate the ability to contribute effectively to a team approach to problem solving.-- We are seeking candidates who have demonstrated sustained professional accomplishment in the fields of policy and strategy or resource management during civilian or military service within the U.S. DoD or the defense ministry of a foreign nation, including: * An advanced degree in public policy, security strategy, military operations research, economics, quantitative political science, or methodologically similar disciplines. * A pattern of assignments involving some or all of these responsibilities: development of national security, defense, or military strategy and policy; drafting of planning guidance; definition and analysis of military capability requirements; development or analysis of multi-year program plans within a resource decision making process; comparative quantitative analyses of military program or capabilities; cost and/or cost-effectiveness analyses of military programs or capabilities. * An assignment as a civil servant or military officer or contractor/consultant in a planning organization within the Office of the Secretary of Defense or foreign Ministry of Defense, a Combatant Command, the Joint Staff, the Headquarters staff of a Military Service, a Military Service Component Command to a Combatant Command, a Defense Agency, or their foreign equivalents. * Familiarity with U.S. Government security assistance and foreign military sales processes * Familiarity and experience with U.S. Department of Defense Security Cooperation planning and implementation. * Successful initiation and management of Department of Defense Security Cooperation programs. * Project Leader or participant in assessing, monitoring and evaluating Department of Defense Security Cooperation programs or similar programs for the United States State Department. * Candidates are encouraged to submit a cover letter outlining how their skill set, experiences, and education align with the defined responsibilities. * Candidates must be prepared to provide a writing sample and must identify three references capable of attesting to the candidate---s skills and experience in planning, analyses and senior stakeholder relationships and management.-- * Candidates selected will be subject to a security investigation and must meet eligibility requirements for access to classified information. * U.S. Citizenship required. * Ability and willingness to accept overseas travel is essential.-- --
