overall support to review, analyze, and synthesize data and
information from a broad range of sources into executive reports,
summaries, correspondence, and other documents for submission to
senior management both within and outside of the National Oceanic
and Atmospheric Administration (NOAA).About fifty percent (50%) of
responsibilities will support NOAA Research's (Research) Office of
International Activities (IA) and about fifty percent (50%) of
responsibilities will support the NOAA Vice-Chairperson to the IOC
Sub-Commission for the Caribbean and Adjacent Regions
(IOCARIBE).Provide routine and updated information, analysis and
evaluation of relevant international programs and issues that
presents the necessary and critical facts and context upon which
sound policy decision and action can be taken by the IA Director,
NOAA and/or Research senior leadership.Carry out strategic
analysis, development, planning, and implementation of a complex
range of activities that support/advance assigned science
portfolio. Specific responsibilities, include but are not limited
to:a) leading end-to-end substantive and logistical preparations
and follow-up for high-level international meetings/events for
senior NOAA and/or Research leadershipb) coordinating and/or
resolving multifaceted issues involving NOAA's international
science cooperation,c) conducting in depth analysis and providing
completed responses to NOAA HQ and Research leadership on
international program and policy assignments, andd)
advises/consults with the IA Director on these and other topics on
a regular basis.Support and execute program planning, coordination
and implementation functions involving NOAA and/or Research
leadership participation in international engagements and
large-scale international science field campaigns.Maintain and
cultivate expanded working relationships with key officials and
representatives from the national and international science and
foreign policy community, international organizations, embassies,
and institutions (such as NOAA, USG agencies, universities and
private research organizations, both domestically and
overseas).Share information and facilitate IA communications
throughout the agency, as well as with the national and
international community to advance NOAA and U.S.-wide goals in the
area of ocean, atmospheric and climate research.This position can
be remote, but candidate preferably resides near Silver Spring, MD
or Miami, FL to able to be on-site on NOAA locations as neededWho
We are Looking For:Groundswell is currently seeking a Program
Analyst who will support the International Activities Office for
NOAA's Office of Oceanic and Atmospheric Research. The ideal
candidate will possess robust communication skills, a keen interest
in international activities, and thrives in a dynamic and
collaborative team environment.Required Qualifications:Must be a US
Citizen or Permanent Green card holder per contract requirementA
Bachelor's Degree required, but a Masters degree from an accredited
University strongly preferred6 or more years of experience in the
field or in a related area requiredStrong verbal and written
communication skillsDemonstrated ability to multi-task and work in
a high-paced environmentCan work both independently and as a teamMS
Office and G-Suite proficiencyStrong written, analytical, strategic
foresightStrong organizational skills, attention to detail, the
ability to learn by example, and multitaskDemonstrated experience
managing projectsPreferred Skills:Knowledge of NOAA systems,
services, research, and/or programs is preferredFellowship
Experience (for example: Knauss Fellowship or AAAS Science and
