Background
The mission of the National Weather Service (NWS), an agency within the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), is to provide weather, water and climate forecasts and warnings for the United States, its territories, and its adjacent waters and oceans to protect life and property and to enhance the national economy. The Weather and Climate Infrastructure Services (WCCIS) contract supports the NWS's Central Processing and Information Dissemination portfolios. The contract is managed by the National Centers for Environmental Prediction (NCEP) Central Operations (NCO). WCCIS supports NCO's mission which is to deliver national and global weather, water, climate and space weather guidance, forecasts, warnings and analyses to a broad range of users and partners. These products and services respond to user needs to protect life and property, enhance the nation's economy, and support the nation's growing need for environmental information. Position Description
Will work with a highly skilled team that operates several mission-critical applications on large supercomputers. Job duties include: * Maintaining large and complex program/system; analyzing program logic and logistics; improving efficiency; and preparing program documentation
* Providing advice and guidance to meteorologists, oceanographers, climatologists, mathematicians, and computer programmers on matters pertaining to efficient use of high-performance computing platforms.
* Developing and maintaining computer system, environment, and scripts that perform data assimilation and run models for numerical weather/ocean/climate prediction
* Supporting software testing and implementation including debugging, integration testing, and test reporting and documentation for NCEP forecast models and associated scripts and codes in a real time, operational environment.
* Providing clear software documentation and operating instructions (hard copy and on-line where appropriate) for all developed software.
* Troubleshooting for any developed software running in the operational suite.
* Modifying software for testing on computer platforms that represent possible changes to operational computer architecture i.e. for next generation computer acquisition.
* Providing on-call support for production codes running in NCEP's high-performance computing systems. on-call support will occur every 5-7 weeks.
* Interacting with customers to field questions on operational configuration, system performance and NCEP forecast model support.
* Using data center tools (Vcenter, check_mk) to diagnose system performance issues and recommend changes to improve stability or come to root cause of issues. Required Skills
8 - 10 years of experience as a program analyst with strong programming expertise to support integration testing, software updating, system support, the development of test plans for complex systems with numerous interdependencies between components while having an understanding of numerical modeling principles to determine the impact of proposed changes on other components of the numerical suite. Must have in-depth knowledge of building and executing large High Performance Computing (HPC) applications on state-of-the-art parallel systems (or supercomputers). Must be a quick problem solver that can easily navigate and vet potential solutions to address HPC system- and application-level issues/bugs); have good time management skills; and have excellent technical, analytical, and communication skills. Other required skills include: * In-depth experience with parallel programming; experience with MPI and MPI+OpenMP, HPC schedulers, etc.
* Solid understanding of Linux/Unix operating systems
* Solid understanding of the code building process -- makefiles, compilation, linking, static and dynamic libraries, environment module files
* Experience with Linux/Unix scripting including shell scripting (bash), Perl, and/or Python
* Experience programming (C, C++, Fortran and/or Java); ability to quickly pick up coding/programing standards and learn new languages
* A background in either computer science or relevant computational science (e.g., atmospheric sciences, computational physics, computational chemistry, etc.)
* Experience in the software development life cycle phases
* Strong analytical and troubleshooting skills
* Excellent written and oral communication skills
* Excellent interpersonal skills. Desired skills include:
* Knowledge of meteorological production suite support; NCO model production suite; and NCEP data formats (e.g., GRIB2, NETCDF, and BUFR)
* Experience working in an operational (24x7) HPC environment; experience with scientific data dissemination and observations systems; and a background in system administration
* Experience with change management tools such as Subversion, Bugzilla, Redmine and Git
* Ability to think outside of the box to trouble-shoot system- and application-level situations where only limited diagnostic information is available Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility. Education
BS in computer science, physics, meteorology, related discipline, or equivalent. MS preferred.
