The CAL will strategize and lead the FEPOC audit framework implementation, assessment and associated mitigation activities; identify gaps and institute related controls; support FEPOC audits; and oversee assigned initiatives.

PRINCIPAL ACCOUNTABILITIES: Under the direction of the Manager, Audit the principle duties and responsibilities include, but are not limited to, the following:


  • Facilitate and lead internal and external audit efforts and reports, including interacting with external auditing firms, external business associates, BCBSA, the Plans, and cross discipline organizations within CareFirst and SBPASC. Lead vendor audits and RFP evaluations.
  • Lead conceptual design, implementation and maintenance of audit framework utilizing Compliance 360, ensuring tie-in to enterprise processes. Collaborate with multidisciplinary teams to assess, recommend and either assist or lead as necessary behavioral, procedural and operational changes that reduce risk. Produce recommendation presentations targeted towards technical, operations, and senior-level audiences as needed.
  • Strategize, establish and maintain a control assessment process, leading its execution throughout the subsidiary, and designed to improve its technical and administrative safeguards. Supervise indirect resources to ensure completion of self-assessments. Develop multi-year action plans and proposals to close gaps. Utilize audit findings and prepatory work to institute technical and procedural controls that mitigate future findings.

    Minimum Qualifications:

    Required: This position requires a Bachelors degree in Business Administration, Management Sciences, Risk Management, Information Systems, Information Security or other relevant area of study, and 7-10 or more years of security, operations and/or financial control and risk management framework experience, OR total related experience. Must be able to synthesize complex systems, operational processes and risk mitigation recommendations into a format completely understood by diverse audiences. Must have extensive knowledge of risk control frameworks (e.g. COBIT, COSO, ITIL) and a working knowledge of HIPAA/HITECH regulations, system controls and healthcare environment.

    Preferred: Master's degree in related field; security or risk certifications; and prior consulting experience.

    Abilities/Skills: Must have excellent interpersonal skills but be able to influence managers and decision makers to ensure acceptance of change needs. Must have the ability to communicate throughout all levels of the company and work closely with executive/partner levels in external entities. Individual must demonstrate ability to focus on details, creative problem solving, and juggling multiple priorities. Must demonstrate significant comprehension of administrative, physical and technical risk mitigation strategies and ability to identify and assess process controls. Should possess strong analytical and technical writing skills, but be able to communicate and educate using diverse creative outlets.
