Position Description:

Kalman & Company, Inc is seeking an Operations and Maintenance Field Specialist for a contingent opportunity in support of of the DHS Countering Weapons of Mass Destruction (CWMD) office. The successful candidate will assist the federal Biodetection Director of Field Operations (DFO) with managing the day-to-day operations. This position is located in Washington, D.C. on client site. Successful applicants must be able to pass a DHS Suitability Check and obtain a Security Clearance.

Specific Duties:

* Develop systems engineering corrective action plans at the direction of the government that consider cost, schedule and performance implications and provide material and/or process solutions to problems experienced by the jurisdictional biodetection field operators

* Interface with jurisdictional Field Operations teams and provide first-level Sample Tracking Tool (STT) problem diagnosis and resolution support at the direction of the DFO

* Assist with the planning, coordination, and execution of all National Security Special Events (NSSE), National Level Special Events, and approved local events at the direction of the DFO. This includes collector placement, sample collection, sample transport to the local Biodetection laboratory, and development of post-event After Action Reports (AAR)

* Consult with local Field Operations found to have discrepancies from the Quality Assurance (QA) Program audit and track corrective action plan implementation in coordination with the Biodetection Director of QA and the Biodetection DFO, or their designee(s)

* Conduct periodic reviews of the Biodetection Field Standard Operating Procedure (SOP) and the Field Quality Assurance Program Plan (QAPP) at the direction of the DFO, and update as necessary

* Develop and implement program policy and planning guidance (e.g., Planning Guidance and Playbooks for National Security Special Events, Policy for Responding to Theft or Vandalism of Biodetection-related Materials)

* Provide technical assistance in reviewing Cooperative Agreements, at the direction of the DFO

* Collect air filter samples for delivery to testing laboratories daily and as needed for special events

* Understand systems acquisition with emphasis on chem/bio fielding to include: site preparation, installation, government acceptance testing

* Manage the sustainment of the system to include maintaining sensor locations, performing failure mode analysis, configuration management of retrofits and technology insertion, and disposal of the system

* Assist in the technical evaluation of the jurisdiction s application for funding under a Cooperative Agreement

* Coordinate with the BioWatch Quality Assurance program to adjudicate audit findings and identify improvements

* Assist other technical employees by providing acquisition advice

* Author, edit and contribute to production of acquisition documents, reports, briefings, etc.

Minimum Required Education/Qualifications:

* Bachelor's degree in Management, Acquisition Logistics or a technical field related to organization mission

* Ability to obtain high-level clearance and DHS suitability clearance

* 10 years of related acquisition logistics or engineering experience

Preferred Education/Qualifications:

* Active high-level clearance (current DHS Suitability preferred)

* Knowledge and experience in CBRN material as well as an understanding of the hazards associated with their manufacture, transport and use
