SUMMARY Implementation of Office of Management Budget (OMB) and
Congressional recommendations to improve program evaluations, R/PPR
has an immediate need for one individual to serve on a long-term
basis as a research analyst. ESSENTIAL DUTIES AND RESPONSIBILITIES
Manage and execute monitoring and evaluation projects, including
stakeholder engagement, evaluation design, data collection, data
analysis, data visualization, and report development. Travel to
conduct fieldwork associated with monitoring and evaluation
projects, including training of local partners, supervision of data
collection, and other tasks. Assist government staff with
development and review of contracting documents for the procurement
of research and evaluation services. Communicate with colleagues,
management, and other contacts outside the Department to gather and
analyze information about public diplomacy programs; Write reports,
letters, presentations, public diplomacy performance measurement
and evaluation strategies, and other documents with recommendations
for management policies and activities; Disseminate public
diplomacy evaluation and performance findings, recommendations and
strategies to Department senior officials, other decision-makers
and key stakeholders, OMB, National Safety Council, Congress,
Government Accountability Office, and Department of Defense.
Regularly present evaluation results to public diplomacy
practitioners, academics, and other interested parties through both
formal and informal presentations; Curate existing research from
both United States Government (USG) and non-USG sources; Provide
consultation to public diplomacy practitioners on how to design,
manage, and use evaluations to inform and improve programs that
advance foreign policy objectives; Develop and conduct training
modules and courses for Foreign Service Institute, and other formal
instructional opportunities, for public diplomacy practitioners on
how to design and use evaluations; Liaise with other evaluation
professionals in the public, Non- governmental
Organization/Foundation, and academic sectors; Work with other
Department of State evaluation units, including Bureau of
Educational and Cultural Affairs, --Bureau of-- International
Information Programs, posts, and regional bureau public diplomacy
offices; Assist with budgeting, scheduling, and other planning
tasks for the work unit. EDUCATON AND EXPERIENCE A Bachelor---s
Degree is required; a Master---s Degree is preferred. Training
should reflect training in qualitative or quantitative research
methods. Five or more years--- experience designing and managing
program evaluations and/or monitoring systems are required;
Experience collecting qualitative or quantitative data in foreign
countries , including selecting, training or supervising local
research teams; overseeing translation of instruments, protocols,
and other research materials; and administering instruments in
English (or other language, as necessary); Exceptional
communication skills, with fluency in communicating user-centric
design processes; Ability to work on complex projects within a
multidisciplinary team; Demonstrated curiosity in continued
learning and growth on the job; Openness to critique (including
from other disciplines), curiosity to learn from a spectrum of
perspectives, and experience or strong interest in collaborating
closely with others; Strong ability to focus on and understand the
needs of clients, as well as build and maintain strong working
relationships; Ability to obtain and maintain a security clearance
at the Secret level; Experience with performance monitoring for
large-scale initiatives or for organizational-wide objectives,
including developing performance indicators, establishing data
collection business processes, creating data management practices;
and creating monitoring reports;-- Experience with Stata, R, or
comparable statistical analysis software; Familiarity with data
visualization software such as Tableau or Gephi; Experience
managing complex projects involving multiple stakeholders, with
milestones occurring over one to two years; Experience drafting
statements of work or proposals responding to requests for research
projects; Experience with traditional program evaluation methods,
including but not limited to: focus group facilitation, content
analysis, textual analysis, and network analysis, as well as
familiarity with non-traditional techniques such as participatory
evaluation, process mapping, and visual data analysis; Experience
conducting research on one or more of the following topics:
development, education, media, nation branding, strategic
communication, trust, public opinion, women---s empowerment, or
youth; Experience working with a major development research
organization or on programs funded by major international
development funders (e.g., United States Agency for International
Development (USAID), The Department for International Development
(DFID), World Bank) is a plus. WORK ENVIRONMENT --Controlled
