Job Details Company Overview Overview The Subject Matter Expert (SME) II - Systems Analysis provides support to the Center for Food Safety and Applied Nutrition (CFSAN), Food Applications Regulatory Management (FARM) project. This position analyzes user needs to determine functional requirements and define problems and develop plans and requirements in the subject matter area for moderately complex to complex systems related to information systems architecture, networking; telecommunications, automation, communications protocols, risk management/electronic analysis, software, lifecycle management, software development methodologies, and modeling and simulation. ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned. Applies principles, methods and knowledge of the functional area of capability to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions. Assists other senior consultants with analysis, evaluation and with the preparation of recommendations for system improvements, optimization, development, and/or maintenance efforts in the following specialties: information systems architecture, networking; telecommunications, automation; communications protocols, risk management/electronic analysis, software; lifecycle management, software development methodologies, and modeling and simulation. Performs analysis of current customer mission requirements, and current business processes, tools, and technologies to identify and document improvements to optimize customer productivity and customer satisfaction. Analyzes and evaluates the effectiveness of organizational program operations to meet established goals and objectives. Presents detailed information to senior leadership and others on key initiatives and strategies. Assists with developing data collection procedures and recommends analysis methodologies for determining program requirements. Communicates key information resulting from special studies, projects, and other department initiatives through correspondence and/or reports. Conducts studies of work processes and procedures. Conducts requirements analyses and prepares program specifications. Recommends changes and additions as appropriate. Provides technical assistance, consultation, and briefings as required. Works both independently and as a team member. Serves as a resource for team members and clients. Helps to ensure an effective and positive work environment by establishing and maintaining cooperative working relationships. Responsible for aiding in own self-development by being available and receptive to any training made available by the company. Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability. EDUCATION/EXPERIENCE Bachelor's degree and a minimum of seven (7) years' experience in Information Technology, or equivalent combination of education / experience. CERTIFICATES, LICENSES, REGISTRATION JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Knowledge with industry methods for process improvement, organizational design, or performance optimization Strong project management, client engagement and solutions development knowledge Excellent organization and time management skills with ability to handle multiple priorities Exceptional analytical and problem-solving skills with ability to assess business requirements High level of proficiency in briefing managers and communicating recommendations regarding status of project Excellent verbal and written communications skills Superior customer service and relationship management skills Ability to effectively interact with management and staff at all levels within a multi-level organization Ability to proactively identify problems and effectively respond Demonstrated integrity and professionalism Excellent computer skills with advanced proficiency in Microsoft Office programs (i.e., Access, Excel, Word, Outlook) Proven ability to perform under pressure and to adjust plans to meet changing needs and requirements Broad conceptual judgment, initiative and ability to deal with complex issues Ability to effectively work both individually and in a team environment LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
