Description Position Description: This contract position is a member of an engineering team that supports the Pension Benefit Guaranty Corporation (PBGC), an independent agency of the United States government. The team operates within the agency's Information Technology Infrastructure Operations Department (ITIOD). The role is a part of the Development, Modernization, and Enhancement Team providing engineering solutions in support of the PBGC ITIOD. The successful candidate will: * have a broad spectrum of experience in systems engineering of IT solutions in a solution architect capacity * have a broad vision with ability to understand detailed system needs and the corresponding translation into technical details; effective written and oral communication skills * be detail oriented and committed to high quality, error-free deliverables, * be able to manage multiple tasks involving planned projects and ad-hoc tasks, * be motivated, independent, and self-sufficient, * be able to take ownership of and execute assigned tasks with minimal supervision, * be a good communicator with the ability to explain complex concepts in plain language, generate enthusiasm, and communicate with all levels of management and staff, * be client oriented and have good customer care skills, understanding clients' needs and concerns. Primary Responsibilities The Senior Systems Engineer is responsible for applying scientific knowledge and engineering discipline to requirements analysis and elicitation; problem analysis and decomposition; system architecture planning; test planning and execution; deployment planning and implementation; interface specification; signal processing challenges; Configuration Management; systems integration; Release Management; maintenance and operational oversight; and for providing technical leadership to teams modernizing and enhancing the PBGC Information Technology Infrastructure. Specific duties include: * Apply systems engineering discipline to the development of IT solutions, including requirements definition, solution engineering, system breakdown structure creation, interface analysis, test planning, implementation planning, and technical supervision. * Oversee creation of wholistic solutions designed to meet end user requirements within project schedule boundaries. Help project engineering teams apply systems engineering principles in development and implementation of solutions. * Provide thought leadership to the customer in cutting edge information technologies as well as novel approaches to IT Service Management solutions. * Create and maintain system documentation including work instructions, solution architectures, design documents, requirements specifications, test plans, secure configuration baseline documents, etc. * Work projects as needed in order to upgrade to new and/or improved IT equipment and procedures * Manage and track to successful completion assignments within the engineering teams' project schedules * Review, refine, and maintain solution requirements for assigned projects * Create solution design documentation * Enhance pre-existing solutions developed by yourself or others * Support fielded solutions Secondary Responsibilities * Develop and maintain process instructions for DME engineering activities. * Be a liaison to Operations Team staff responsible for O&M support of fielded systems. * Assist in the development of engineering team skills in systems engineering * Assist in the development of engineering team training materials Qualifications Required Skills * Bachelor's degree in Systems Engineering, Computer Science, or related discipline plus 4 years of documented experience designing, engineering, and implementing IT Infrastructure solutions. Candidates with less professional experience must be able to demonstrate substantive effort on engineering projects while in school. * Must have strong communication skills, motivated, self-starter, and a solid understanding of requirements analysis and verification. * Demonstrate strong analytical and problem-solving skills. * Ability to elicit and document solution requirements. * Ability to create a solution breakdown structure. * Ability to design and execute an effective Analysis of Alternatives or study of design trade-offs. * Ability to assist project managers with creation of work breakdown structure, work packages, and work estimates (Cost, duration, LOE). * Ability to identify, assess, and mitigate project risks. * Ability to document system engineering solutions using Visio, Word, and Excel. * Ability to analyze system test results and system artifacts for solution operational readiness. * Ability to handle competing priorities in a fast-paced environment. * A solid understanding of Information Technology Service Management. Desired Skills * Experience with the Windows family of operating systems and services, including: Active Directory, Active Directory Federation Service, Azure Sync Service, Office365, IIS, and GPO management. * Experience with Linux and Solaris operating systems. * Experience with cloud services and architectures. * Experience with virtualization technologies, especially VMWare. * Experience with Oracle RDBMS, e-Business Suite, and Fusion Middleware. * Demonstrated scripting skills, especially PowerShell. * Familiarity with BigFix, Infoblox, Splunk, SCCM, CyberArk, and other common IT infrastructure tools. * Familiarity with Disaster Recovery / Continuity of Operations. * Familiarity with NIST controls, security hardening, vulnerability remediation, and secure baseline development. * Familiarity with Service Level Agreements. * Familiarity with SharePoint Online. * Familiarity with SAN technologies, and HP Blade Systems. * Certifications: desired INCOSE CSEP, ITIL. * Familiarity with ServiceNow or other ITSM ticketing systems. Security Clearance Must be eligible to obtain and hold a Public Trust Clearance.
