Job Details Job Location Washington DC - Washington DC, DC Position Type Full Time Education Level Bachelor's Degree Job Category Government - Federal Description Subcontracts Administrator Primary Location : Washington, DC, US Must be a U.S. Citizen Security Clearance : Top Secret This position is contingent upon a contract award Job Summary The Subcontracts Administrator (SCA) is responsible for the full subcontract acquisition lifecycle, including strategic sourcing, non-disclosure and teaming agreement generation and execution, RFP and RFQ response development, compliance with all federal statutes and regulations and enterprise policies and procedures, evaluating proposal submissions, identifying risk and mitigation strategies, developing and implementing negotiation plans, identifying subcontracting terms pre-award to facilitate accelerated awards based on customer requirements, and preparing subcontract files at the direction of the Contracts Manager. The Subcontracts Administrator will provide strategy, advice, counsel, and recommendations to internal staff and potential subcontractors on procurement issues; position requires collaboration and cross-functional participation with internal and external customers including finance, business development, and operations teams. General knowledge of FAR/DFARS and associated Federal Contracting regulations required. Only individuals with military, governmental, or Federal contracting experience will be considered. Lead soliciting and evaluating of vendor bids or proposals through a competitive bidding process. Ensure supply base execution meets stakeholders' objectives for cost, schedule, and quality. Participate in or lead subcontract management strategy development and implementation. Provide guidance on subcontract management matters to proposal personnel. Prepare and present internal and external subcontract management presentations. Direct subcontract development process Negotiate and develop any pre-award subcontracts to ensure compliance with government and enterprise contracting policy prior to execution. Ensure proper handling of subcontracts, support documentation and related files. Participate in internal audits of the subcontracting process. Develop and modify internal procedures as required. Prepare subcontracting status reports. Develop flow down matrices of all prime contract provisions and ensure compliance at the subcontract level; report deviations to the leadership and pricing teams to ensure risk management is accurately captured and reported. Participate as active member in make/buy decisions. Support Subcontract efforts during the capture and proposal stages. Education and Experience A bachelor's degree in Business or Supply Chain Management and five years--- experience subcontracts management in a Federal contracting environment, or a master's degree in Business and three years of experience, or ten years of experience performing the primary Subcontracts administration role in Federal contracting environment, or any similar combination of education and experience. Subcontracts administration experience to include T&M, Labor Hour, Cost Reimbursable/Award Fee and Fixed Price Contracts. Demonstrated experience in proposal development activities; developing RFQs, analysis of responses, and recommendations to the executive leadership team. Knowledgeable of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Agency FAR Supplements, and Cost Accounting Standards (CAS). Must be familiar with working under an Approved Government Purchasing System (CPSR). Experience with Supply Chain Risk Management. Experience in Deltek CostPoint required. Ability to work with management and other functional areas in a fast-paced multiple project environment with changing priorities. Preferred Education and Experience Degree in Law, Business, Supply Chain Management, or related field. Professional Purchasing Certifications are strongly preferred. Experience with international subcontracting is highly desirable. Experience with CPSR preparation and audit(s) strongly preferred. DAWIA Certification(s) highly desirable. Physical Requirements and Work Environment Normal office environment Core operating hours of Monday through Friday, 8:30 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.
