This position is located in the Washington, DC headquarters office of the American Institute in Taiwan (AIT/W). The American Institute in Taiwan (AIT) is a nonprofit corporation established by Public Law 96-8. It is incorporated in the District of Columbia and operates under contract with the Department of State and other federal agencies. Unofficial relations with Taiwan are carried out pursuant to the Taiwan Relations Act of 1979 (TRA). Under the TRA, all programs, transactions and other relations conducted or carried out by the President or any agency of the U.S. Government with respect to Taiwan are done so by or through AIT. The incumbent supports the planning, coordination and administration of Department of Defense (DOD) programs for the transfer of defense articles and services by sale or grant to Taiwan. These programs include Foreign Military Sales (FMS), with the State Department's bureaus of East Asian and Pacific Affairs and Political-Military Affairs, as well as the Defense Departments' Joint Staff, military service components, and the Office of the Secretary of Defense under which defense articles and services are sold to Taiwan.

DUTIES:
The incumbent of this position serves as the security assistance program support specialist in the Political Military Unit of AIT. The Political-Military Unit has responsibility for supervising the implementation of overall Security Assistance programs with Taiwan. This responsibility includes the interpretation, implementation and monitoring of all operational policies and procedures related to the overall Security Assistance program with Taiwan to ensure that the program is consistent with existing legislation, current Executive Branch policy and current DOD policies. The incumbent has primary responsibility for providing program support to the Director, Political Military Affairs and as needed and when required to the Managing Director, AIT. In addition, the incumbent is also assigned specific projects as required.

Under the specific guidance of the Director, Political Military Affairs, the FMS program support specialist performs the following duties:
Processes and reviews Letters of Offer and Acceptance (LOAs) for the sale of defense articles and services to the Taiwan Authorities.

Processes and reviews Requests for Price and Availability (P & A), Letters of Request (LORs), and all other defense and military correspondence from the Taipei Economic and Cultural Representative Office and the Taiwan Authorities for validity and appropriate action and follow-up as required.

Coordinates and monitors adherence to policies and procedures for the implementation of all operational aspects of the security assistance programs with Taiwan. Coordinates and monitors the implementation of current guidance concerning security assistance policies and procedures, as contained in current DOD Directives and Instructions, in the Security Assistance Management Manual and in State Department guidance.

Administers processes and tracks visit requests via the Under Secretary of Defense Policy (USDP) automated network for Taiwan visits to U.S. military-related installations and offices and U.S. defense contractor facilities. Monitors adherence to visit request procedures. Serves as the main point of contact within AIT for information relating to visit requests by the Taiwan Authorities. Interfaces with USDP/SPAN on all matters relating to Foreign Visit Requests from Taiwan.

Coordinates and facilitates requests for third country transfer related to Taiwan FMS equipment and/or services. Interfaces with the appropriate offices within the State Department and other cognizant USG agencies and with the appropriate Taiwan representatives in the U.S. Monitors congressional notifications under the Arms Export Control Act Section 36(b) of sales to Taiwan ensuring they accurately reflect the scope and intent of the sale.

Assists the Chairman of the Board, the Managing Director, the Director, Political/Military Affairs, and other key personnel within AIT, on significant matters relating to Taiwan.

The incumbent also serves as AIT's program support specialist for all scientific, technical commercial and all other agreements between AIT and TECRO. In this capacity the incumbent manages the recording and implementation of AIT-TECRO agreements for the Managing Director and the Trade and Commercial Director to include the editing, coordination of approval, recording/filing, payment transfers, and other matters necessary to carry out these agreements. In addition the incumbent prepares annually a list of all agreements in force for publication in the Congressional record and a list of all new agreements, memorandum of agreements, and other similar documents for forwarding to the Department of State. The incumbent also ensures that all new agreements are made available for publishing on AIT/Taipei's website.

Participates in and represents AIT, as necessary, at Security Assistance Reviews
and other meetings related to security assistance management for Taiwan.

Assists the Director, Political/Military Affairs, in arranging, organizing, and supporting AIT hosted military meetings and social functions for visiting Taiwan military dignitaries. Coordinates with cognizant offices of field commands in arranging visits by Taiwan military delegations. Liaises with various USG offices and personnel involved in the implementation of security assistance programs with Taiwan.

Adheres to standing office policies and procedures on all administrative and security matters. This requires that the incumbent be continuously cognizant of and responsible for the physical security of the AIT office spaces and the control of classified materials. The incumbent performs required security procedures to insure office access and the safeguarding and documentation of classified office equipment and storage facilities in accordance with standing administrative directives.
The incumbent reports to the AIT/W Political/Military Director (GS-14).

QUALIFICATIONS:
Experience: Bachelor's degree in Political Science, National Security Affairs, or equivalent military experience with two to four years' of direct experience related to security relations, proliferation, arms control, economics, politics, senior level visits, military developments, culture and language (preferably dealing with Taiwan or China). Working knowledge of written and spoken Mandarin is required. Nonprofit experience is desirable.
