Job Description:
Policy Officer This position requires an active Secret clearance
and the ability to obtain a Top Secret clearance to be considered.
The Policy Officer will provide critical support to the Office of
Global Criminal Justice's Ukraine team. The role involves advancing
U.S. policy efforts on accountability for international crimes in
Russia's war against Ukraine and supporting justice for victims
through comprehensive and coordinated actions. Compensation &
Benefits: Estimated Starting Salary Range for Policy Officer:
$117,962 Pay commensurate with experience. Full time benefits
include Medical, Dental, Vision, 401K, and other possible benefits

Policy Officer Responsibilities Include: * Support GCJ's Ukraine
Team's work to shape and implement U.S. policy efforts to advance
accountability for international crimes committed in the context of
Russia's war of aggression against Ukraine and support
comprehensive, victim-centered justice, including criminal
accountability and transitional justice. * Represent the office at
State Department, interagency, and other meetings and conferences,
as required. * Travel, including to international destinations, as
required. * Prepare talking points, press guidance, social media
content, briefing and background materials, memoranda, analytical
products, summaries of data and research, fact sheets,
correspondence, speeches, and public statements for the GCJ/FO and
other U.S. government officials on issues related to the issues
mentioned above. * Liaise and coordinate with State Department
regional and functional bureaus, U.S. embassies, the United States
Agency for International Development, the National Security
Council, the Department of Justice, the Department of Defense, and
other U.S. government agencies as appropriate and in support of the
U.S. government policy to promote accountability for atrocities and
justice for victims. * Liaise with foreign governments and civil
society as relevant to the goals mentioned above, including
organizing meetings, briefings, and events and supporting
preparation and follow up for such engagements and assisting with
coordination between governments and civil society working to
support justice for atrocities. * Support engagement with national
and international institutions, mechanisms, courts, and tribunals
contributing to justice for atrocities. * Monitor, track, evaluate,
and report on atrocities committed in the context of Russia's war
against Ukraine, national and international developments that
affect efforts to bring about justice and accountability, and
relevant U.S. policy and programming. * Gather, compile, analyze,
and share data and research relevant to the Ukraine Team's work,
including related to U.S. and other governments' efforts to support
justice and accountability, public awareness and perceptions of
justice efforts, legal and non-legal tools and programs to support
justice and victims, equity and human rights in justice efforts,
and related progress and challenges. * Support efforts to ensure
that data, research, and diverse consultation informs U.S. policy
and programming on justice for atrocities in Ukraine. * Organize
and maintain files and data for the Ukraine Team and related GCJ
efforts as required. * Performs other job-related duties as
assigned Policy Officer Experience, Education, Skills, Abilities
requested: * This position requires an active Secret clearance and
the ability to obtain a Top Secret clearance to be considered. *
Bachelor's degree; degree in International Relations, International
Development, Public Administration or Public Policy preferred;
Master's degree preferred. * At least 3 years' work experience in
related field(s);- U.S. government, international NGO, or
international organization experience preferred. * Strong
analytical skills. * Highly organized/demonstrated administrative
skills. * Willingness to work as a team player in a fast-paced
environment. * Strong written and oral communications skills,
including ability to write and brief clearly, concisely, and
quickly. * Experience writing policy relevant materials, such as
memoranda, fact sheets, and talking points. * Experience utilizing
quantitative and/or qualitative data and analysis for the purposes
of informing and evaluating policy and programs. * Familiarity with
international relations, international humanitarian law, and human
rights and democracy issues and an understanding of applicable
international best practices; basic knowledge of Russia's war
against Ukraine preferred; ability to apply knowledge to assist in
shaping GCJ work to address atrocities, support victims, and help
societies recover. * Experience working on conflict/post-conflict
situations and/or with human rights/atrocities issues in
international contexts. * Experience living and working abroad
preferred. * Must pass pre-employment qualifications of Cherokee
