Nemean Solutions, LLC is looking for a Special Immigration Visa
- Team Lead.Job DescriptionSIV Team Lead. The contractor shall
provide a SIV team lead who shall be responsible for workload
prioritization, SIV team staffing, and coordination with A&S,
Policy, State, and DLA leadership. The contractor is also
responsible for developing, tracking and reporting of metrics and
SIV workload updates, to include State Department and DLA
priorities and issues. The name of this person shall be designated
in writing to the contracting officer. The team lead shall be
available between 8:00 a.m. to 5:00 p.m Monday thru Friday except
Federal holidays or when the government facility is closed for
administrative reasons. Qualifications for this position
are:Position Responsibilities:
Build and/or use the web-based
systems and portals to facilitate SIV, refugee referral, and
relocations data collection, verification, input, and transmittal
to DoS representatives and/or DoS systems.Provide administrative
support for all phases of the SIV process, refugee referral and
relocations processes, to include telephonic, web and email-based
interactions with DoD contractors who may have employed SIV
applicants, DoD officials who refer individuals to USRAP or
otherwise vouch for these individuals, and DoD personnel who seek
relocation assistance out of Afghanistan for their eligible family
members through Enduring Welcome. Provide administrative support
for pre-referral and pre-travel vetting of Afghan SIVs and refugees
against DoD holdings to mitigate security risks. Build and/or use
unclassified or classified web-based portals to store vetting data
of Afghan SIVs and refugees prior to their referral or travel
against DoD holdings to mitigate security risks. Research and
provide analytical support for SIV, refugee referral and Enduring
Welcome relocation cases that cannot be processed through the
Rabbit portal and other web-based platforms; or cases requiring
additional research or documentation as requested by DoS.Recommend
system and process improvements to increase efficiency and accuracy
in the data ingest verification, and transmittal of information and
data.Provide vendor engagement, on-boarding, training, and helping
vendors become familiar with the vendor's role in the Rabbit portal
and other web-based platforms; the DAS-T technical support
contractor, managed by the Defense Logistics Agency (DLA) and
Defense Pricing and Contracting (DPC), will assist with training
contractor employees to assist vendors in using the SIV portal.
Manage existing SmartSheet subscription or successor platform or
system to facilitate the SIV, refugee, and Enduring Welcome
relocations data collection process; the contractor should be
prepared to upgrade the SmartSheet subscription or successor
platform or system to allow additional users to access the
web-based application.SIV workload is dependent on the number of
SIV applications, the number of employers enrolled in the Rabbit
portal to verify employment, and the number of records flagged in
the Rabbit portal that require manual research and/or
verification.Refugee and relocations workload - at least 100 USRAP
referrals and 100 Enduring Welcome relocation cases per month.SIV,
refugee category and relocations Program Management of analyst
support services to include updates to OUSD (A&S) and OUSD (P)
senior leadership, requests for data from Congress and industry,
support to the DoS ASIV Team and DoS leadership, and engagement
with senior DoD employer Human Resources leadership. Position
Requirements:
At least 5 years of experience in
managing refugee and/or SIV-related programs, including the
oversight of personnel and/or support teams. Experience with SIV
programs is preferred. A master's degree, or higher, in a field
related to foreign policy, security cooperation, management, or
business (not an inclusive list).An understanding of Federal
Acquisition Regulations and DoD contracting
systems/procedures.Demonstrated history of strong interpersonal,
leadership, and corporate communication skills Proficiency in data
management, to include accessing, validating, and storing
dataHistory of setting/enforcing enforcement policies for effective
data managementAbility to formulate management techniques for
handling data to ensure data accuracy and data securityAbility to
identify and communicate process improvement techniquesA
demonstrated understanding of military organizations, missions,
etc. Prior military experience is desired but not required. DoD
experience is preferred, but not required.Security Requirements:
The Contractor must have a Top-Secret
Facility Clearance. Support Hours: The Contractor is responsible
for conducting business, between the hours of 8:00 am to 5:00 pm,
or a total of 8 working hours per day, Monday thru Friday except
Recognized Holidays or when the Government facility is closed due
to local or national emergencies, administrative closings, or
similar Government directed facility closings. Place of
Performance: The work to be performed under this contract will be
performed both in-person at the Government's facility, at the
Pentagon and Mark Center, and via telework. For Refugee Referral
Processing & Relocations Support, some of the work may be
classified and requires certain contractor personnel to perform the
work onsite at the Government facility. Unclassified work may be
performed via telework, but only within the United States.
Contractor personnel will not choose their schedules. Telework will
be at the Government's discretion. Travel: Some travel may be
