SUMMARY OF DUTIES: The Project Controls Manager - Document Control is responsible for the processing and maintenance of project related records and documents for the Long Distance Fleet Replacement Program (LDFR). This position oversees technical, operational, training, and compliance data to LDFR, vendors, and designated Business Partners to ensure system integrity and file accuracy. In addition, the Project Controls Manager will perform analyses, make recommendations, and ensure the appropriate processes are applied with the proper level of detail. ESSENTIAL FUNCTIONS:

  • Establish and maintain processes and tools to manage file storage and distribution system (including version control, access control, and other related activities) to maintain LDFR project related records and documents.
  • Enforce document management procedures over data creation, review, approval, release, distribution, access, storage, security, and disposal.
  • Primarily responsible for managing project documents received, copied, or scanned while ensuring their accuracy, quality, and integrity.
  • Coordinate all communications, including indexing, compilation, distribution of documents, meeting notes, and assignments.
  • Assist project director in developing and maintaining documents such as meeting agendas, meeting minutes, drawings, specifications, and related items.
  • Control the retrieval of documents; Receive and process submittals, car drawings, and requests for information; and maintain a tracking log.
  • Assist project directors with organizing and compiling forms, drawings, documents, and receipts for reimbursable invoicing.
  • Decision rights:
    • Responsible for all activities detailed above while gathering documents from parties across the project (e.g., Contract Management Specialist, Construction Managers, Builder) and receiving approval from the Project Director on any areas impacting project work.
    • Ensure program adherence to the Amtrak Program Management methods and governance standards. MINIMUM QUALIFICATIONS:
      • Bachelor's Degree required, OR equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
      • Experience working in a large organization in an industry heavily regulated for document management.
      • Experienced SharePoint
      • Strong oral and written communication skills across all levels
      • Ability to organize and analyze large volumes of financial, risk, and schedule performance data.
      • Microsoft Office (Word, Excel, Visio, PowerPoint), MS SharePoint, SAP
      • Must have work authorization in the United States PREFERRED QUALIFICATIONS:
        • Demonstrated experience with data management systems such as SharePoint and document management systems such as Masterworks, Procore, Unifier, or equivalent.
        • Seven (7) to ten (10) years of relevant work experience, including three (3) years managing document control and systems.
        • General knowledge of FRA regulations
        • General knowledge of contract management
        • Roll stock industry experience, including managing submittals and transmittals.
        • PMP WORK ENVIRONMENT:
          • Office building environment.
          • Work in a cubicle setting; stand, sit, bend, twist, and use file drawers.
          • Sit at the computer to complete assignments, projects, and the majority of tasks.
          • Ability to work under pressure.
          • Occasional travel as required. COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills. The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
