Job Description:
SMS is seeking an Acquisition Specialist and advisor to the
Army's Enterprise Cloud Management Agency (ECMA). In this role, the
Candidate shall provide acquisition and contract development
expertise and support to the government customer up to, and
including, the SES level, the contracting office, and the team
consisting of non-acquisition technical engineers. -This is a
mid-level position requiring proven pre-award contract schedule
management, documentation development, post-award contract
management, and overall acquisition/contract experience with the
proven ability to foresee acquisition needs, dependencies and then
to take a proactive approach to get the job done (i.e. planner &

today!The Candidate shall have knowledge of and have proven
performance with the following: -
Mid-level knowledge and experience
with Army and DoD acquisition and contract best practices and
processesPreparation, review, update and coordination of pre-award
and post-award acquisition documents and/or acquisition
requirements packagesProven success leading customers to the most
beneficial acquisition strategy for the requirementsConduct Market
Research and Complete Market Research ReportAssist with creating,
updating, and enhancing internal IPT acquisition documentsAssist
with developing independent cost estimatesDevelop and report on
cost, schedule and performance measures including using the Program
Execution Module (PEM) toolDevelop Performance Work Statements
(PWS), Statements of Work (SOW) and/or Statements of Objective
(SOO)Develop Quality Assurance Surveillance Plans (QASP) that
includes Performance Requirements and Surveillance Activity
Checklists (SAC)Draft Service Level Agreements (SLAs) and Contract
Data Requirements List (CDRLs)Conduct business data analysis for
the program to ensure compliance with regulation to identify
trends, provide information to other decision-makers and assist in
responding to the results of audits, inspections, management
reviews and other evaluations.Assist in the implementation of
contract requirements of the SOW/PWS/SOO Technical Specifications,
CLINS and/or Work Breakdown Structure (WBS).Provide detailed
analysis and review of acquisition projects to ensure contract and
financial fiscal compliance.Develop and maintain acquisition
project strategies including the identification of personnel
impacts, dependencies, etc.Assist in ensuring documents are in
accordance with Federal law, departmental regulations, and
procedures applicable to the acquisition process and to the
administration of contracts.Possess mid-level knowledge and
experience with acquisition documentationPossess both strategic
(planner) and tactical/operational (doer) mindset and work
ethicAbility to manage acquisition schedules and dependencies with
an "ownership" mindsetAbility to partner with the government
customer to proactively identify and develop what is needed, and
interface with the contracting office as needed and in the absence
of government supervisionExperience providing recommendations and
guidance with ability to influence planning strategies and
decisions up to, and including, the SES levelAbility to lead and
coach, as needed, other acquisition and technical, non-acquisition
team members in acquisition strategies, best practices and
documentation (PWS development, Tech Evals, IGCE, Market Research,
etc.) Ability to develop ad-hoc whitepapers, briefs and other
artifacts as neededMinimum Requirements
Direct and relevant experience in the
above areasBachelor Degree in Accounting, Finance, Business, or
related fieldMinimum of 5 years of experience in
acquisitions/contracts with positions of increasing
responsibilityExperience leading acquisition and contract
activities within technical teamsExperience successfully leading
acquisition development of service contracts valued in excess of
$10MExperience with Agile methodologies (Scrum, SAFe, Lean, DAD,
etc.)Minimum of 3 years of experience in Army, DoD, or IC at the
Headquarters, Department of the Army, or major command level (e.g.
ARCYBER, NETCOM, 7th Signal Command, Program Executive Office,
etc.) or in industry implementing similar solutions -Preferred
Requirements
- Master's degree in a related field (MBA, Accounting, Finance,
Economics, or related field)
- Experience with Cloud, CSP Reseller, MSP, and other multi-year
technical service acquisitions
- Current DAU course certificates/certifications
- Project Management experience, Project Management Professional
(PMP), or DoD Project/Program Management (DAWIA Level 3)
certification
- Prior acquisition experience with ACC-RI
