Summary

This position is located in the National Weather Service (NWS), National Centers for Environmental Prediction (NCEP), NCEP Central Operations (NCO), Software Development Branch, with one vacancy in College Park, MD.

    Duties

    The working title for this position is Chief, Software Development Branch. As a Chief, Software Development Branch, you will perform the following duties:
    • Direct the day to day operations of the Software Development Branch to include: managing software development staff and contracts, planning, assigning and reviewing work, developing performance standards, supporting the planning, budgeting, design, development, implementation, testing, and operational support of National Weather Service (NWS) software applications.
    • Lead the development, testing and support of NWS software applications and systems, including developing and implementing standard policies and procedures.
    • Oversee problem resolution and coordination of operational problems assuring information dissemination, alignment or services, and development and review of procedures to assure accountability and good management practices.
    • Work closely and independently with public customers and partners throughout National Oceanic and Atmospheric Administration (NOAA) and across the government. Requirements

      This position requires a Public Trust (High Risk) Security Clearance.

      * A one year supervisory probationary period may be required.

      IT COMPETENCIES:For all positions, individuals must have IT-related experience (which may be may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of the four competencies listed below:

      SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      To qualify at the GS-15 level:

      SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience MUST include all of the following:
      • Managing the technical and administrative aspects of an IT program focused on the development and support of software;
      • Leading the development, integration, operation, and maintenance of information processing, display and communications software and systems;
      • Leading a professional or scientific staff; and
      • Overseeing software and systems that process and distribute weather data or similar scale real-time mission critical data. Education
        • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).           CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.           CTAP applicants MUST submit the following documents:1.
