Job Description:
Summary This position is located in the Executive Office of the
President (EOP), Office of Administration (OA), White House
Information Technology (WHIT), Enterprise Applications, Product and
Applications Support Division. The incumbent serves as an Associate
Product Owner/Product Manager, and as such is responsible for
working with a portfolio of products and supporting the various
activities associated with ensuring enterprise products are
delivered that meet users' needs. Responsibilities As a IT
Specialist (APPSW), GS-2210-14, your typical work assignments may
include the following: Provides supervision, leadership and counsel
to subordinate staff and team members as relates to project and
program objectives, professional skills growth, and behavioral and
disciplinary matters. Maintains and advances skills and knowledge
related to technologies in use, or potentially in use, within the
enterprise, as well as those related to organizational leadership.
Establishes open lines of communication with customers, in concert
with product owners, throughout the enterprise to receive and share
information related to project goals, delays, application defects,
and ongoing system enhancements. Ensures applications software
technologies employed and recommended fully comply with all EOP
policies, procedures, and regulations. Facilitates and ensures that
organization software engineering concepts are applied
appropriately. Requirements Conditions of Employment Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the
qualification requirements outlined below to be considered
minimally qualified for this position. The qualification
requirements are in accordance with the Office of Personnel
Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET
BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE
REQUIREMENTS: Applicants possess one full year (52 weeks) of
specialized experience at or equivalent to the next lower grade
level or pay band in Federal service or equivalent experience in
the private or public sector. BASIC REQUIREMENTS: In accordance
with OPM Qualification Standards, the Information Technology (IT)
Series, 2210 has a basic requirement. Must have IT-related
experience demonstrating each of the four competencies listed
below: 1. Attention to Detail - Is thorough when performing work
and conscientious about attending to detail. 2. Customer Service -
Works with clients and customers (that is, any individuals who use
or receive the services or products that your work unit produces,
including the general public, individuals who work in the agency,
other agencies, or organizations outside the Government) to assess
their needs, provide information or assistance, resolve their
problems, or satisfy their expectations; knows about available
products and services; is committed to providing quality products
and services. 3. Oral Communication - Expresses information (for
example, ideas or facts) to individuals or groups effectively,
taking into account the audience and nature of the information (for
example, technical, sensitive, controversial); makes clear and
convincing oral. 4. Problem Solving - Identifies problems;
determines accuracy and relevance of information; uses sound
judgment to generate and evaluate alternatives, and to make
recommendations. AND In order to meet the basic requirement for the
IT Series, applicant meets one of the requirements listed below:
Ph.D. or equivalent doctoral degree OR 3 full years of
progressively higher-level graduate education (36 semester hours,
54 quarter hours or the equivalent) leading to such a degree in
computer science, information science, information systems
management, mathematics, statistics, operations research, or
engineering, or course work that required the development or
adaptation of computer programs and systems and provided knowledge
equivalent to a major in the computer field. OR SPECIALIZED
EXPERIENCE: Applicants must have a minimum of one year of
specialized experience at a level of difficulty and responsibility
comparable to the next lower grade or comparable pay band in the
Federal service or equivalent experience in the private sector. You
may qualify at the GS-14 level, if you fulfill the following
qualification requirement: One year of specialized experience
equivalent to the GS-13 grade level in the Federal service or
equivalent experience in the private sector that demonstrates
applying a mastery knowledge of advanced principles and practices
of application development principles, concepts, methods, and
practices to provide technical advice to management officials,
subordinates, third party application developers, and other
technical specialists regarding application development, code
reuse, scalability and maintain applications on a SQL Server,
Salesforce, SharePoint, or .NET platform. Experience refers to paid
and unpaid experience, including volunteer work done through
National Service program (e.g., Peace Corps, AmeriCorps) and other
organizations (e.g., professional; philanthropic; religious;
spiritual; community, student, social). Volunteer work helps build
critical competencies, knowledge, and skills and can provide
valuable training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience. Education All academic degrees and
coursework must be from accredited or pre-accredited institutions.
