Posting Date : May 5, 2022 Position Description The Senior Contract
Specialist is responsible for handling non-standardized and varied
procurements including construction, telecommunications, currency,
and leases. The Senior Contract Specialist handles the more complex
procurement requirements and provides technical guidance and
leadership to team and section staff. Works independently under the
delegated authority of the Manager, Contracts.In the absence of the
Manager, may be delegated the responsibility for their own projects
and reports directly to the Procurement Assistant Director. The
incumbent has the authority to make purchases for the organization
up to a substantial dollar amount. Position Requirements Requires a
Bachelor's degree, preferably in business, management, economics,
mathematics, English, or government, or equivalent experience
required. Requires four years of progressively responsible work
experience handling the procurement process from solicitation
through contract closeout. Excellent knowledge of contracting and
procurement regulations, contracting laws, practices, principles,
policies, standards, and regulations. Requires experience with
government and commercial statues and regulations, contracting
principles and best practices, and solicitations. Must be able to
compose, read, comprehend and interpret written materials of
moderate to complex difficulty on procurement related issues.
Excellent analytical ability, oral and written communications
skills, and strong organizational capabilities required. A
demonstrated commitment to a strong customer service philosophy.
Incumbent at the FR-26 grade is a Contract Management Analyst. A
Bachelor's degree, preferably in business, management, economics,
mathematics, English, or government, or equivalent experience
required. Requires five years of progressively responsible work
experience in the procurement field. Comprehensive knowledge of
contracting and procurement regulations, contracting laws,
practices, principles, policies, standards, and regulations.
Extensive experience in pre-award and post award contracting
procedures, selection decisions, negotiations, contract management,
and administration. Extensive skill in performing in-depth analysis
of complex issues involved in contract proposal and contract
administration situations. Skills required include excellent
analytical ability, strong oral and written communications skills,
and organizational capabilities. Experience with government and
commercial statues and regulations, contracting principles and best
practices, and solicitations are required. Must be able to make
good business decisions and render sound judgments and
recommendations on outstanding contract issues. Must be able to
multitask and juggle competing priorities. Incumbent may work
primarily on a major design and/or construction project, so
experience administering complex design and/or construction
contracts and dealing with contract claims, requests for
information, negotiation planning, performance monitoring, and
other construction and facilities related administration items
desirable. Incumbent must be able to maintain a working
relationship with Facilities, Legal, and contractors. Working
knowledge of architectural/ engineering/construction industry
contracting practices is preferred. Must be able to multitask and
juggle competing priorities. Works with customers to solve complex,
varied, and unusual procurement issues in the preparation and
administration of contracts. Identifies, analyzes, and resolves
diverse pricing issues in the preparation of solicitations.
Interfaces between vendors and end users on cost/price issues and
works out data formats and support data acceptable to both parties

independent judgment and develops new approaches to issues,
problems, and negotiations. Assists with review and formulation of
existing and/or new policies and procedures. A high degree of
analytical ability and inductive thinking is required. Work
involves coordination with diverse groups to ensure effective
procurement of goods/services. Requires continuing internal and
external contacts involving difficult formal negotiations calling
for well-developed sense of timing and strategy and detailed
explanation and interpretation of policies, rules and regulations,
and managing relationships at the highest level. This is a five
