Job Description:
The Export Compliance Specialist is a key position within the
company's trade compliance program, reporting to the Director,
International Trade & Compliance. This individual is a significant
provider of expertise, guidance and support at all levels across
the organization and business units, including executive
leadership. - This position's primary responsibility is to actively
manage the export and import licensing process for the entire
company, working with a team of compliance professionals who
support State, Commerce, ATF, OFAC and other agencies' export and
import authorization processes.
Duties include, but not limited to:
- Support the Director by assisting with resolution of policy
questions and to ensure contract required documentation is complete
for all projects and regulatory applications and RFIs.
- Provide subject matter expertise in various relevant trade
compliance laws and regulations, including the ITAR, Export
Administration Regulations, U.S. Customs Regulations, and
applicable U.S. and foreign trade control regulations
- Determines jurisdiction and classification under the Export
Administration Regulations (EAR) and International Traffic in Arms
Regulations (ITAR) as appropriate
- Ensure compliant Automated Export System (AES) reporting
- Work with other departments such as supply chain, sales,
shipping and product development, to establish and maintain
effective and relevant export/import activities that are required
to support our overall operating functions
- Communicate regulatory changes timely to other impacted
departments and ensure that any necessary updates to procedures are
made prior to the implementation date
- Provide guidance and training to company personnel
- Implement new data collection processes to improve productivity
and implement suggested changes to our Compliance Manual
- Gather applicable documents and draft responses to routine and
in-depth regulatory inquiries, including sweeps, regarding the
company's and affiliate's business, policies and/or procedures
within stated deadlines.
- Review rulemaking and guidance from a variety of sources to
remain current on industry rules and best practices.
- Track and report on license applications through entire
approval process, support license preparation summaries and
supporting documentation and populate and transfer files in our
corporate document SharePoint site.
- Manage, adapt and build upon existing cradle-to-grave licensing
activities, including the internal license request, application,
post-approval, management and close-out processes
- Day-to-day working level licensing management, applying within
DECCS, working with the government to obtain approvals, supporting
the post-approval process, and other agreement-related
activities
- Participate in drafting, managing and applying for Technical
Assistance Agreements and Manufacturing License Agreements as
necessary to support the team (Candidates with strength in this
area may be asked to lead a portion of the Agreements process)
- Actively participate in the company's internal trade compliance
audit program
- Other trade compliance-related duties, as assigned
- Produces written reports and presentations.
- Demonstrate skills to independently gather data and to prepare
narrative and statistical reports, charts, graphs, and tables.
Database preparation, and analysis experience.
- Skill in analyzing information, problems, situations, and
procedures to define a problem or objective and formulate logical
and objective conclusions and solutions.
- Maintain records in accordance with 22 C.F.R. parts 120-130, 15
C.F.R. parts 730-744 and MAG policy
Minimum Requirements
- Bachelor's degree plus 3 - 5 years of administrative office
experience related experience and/or training preferred; or
equivalent combination of education and experience.
- Previous in-depth day-to-day licensing and agreements
experience -
- Previous experience with D-Trade or DECCS and SNAP-R
- Previous USML and ECCN classification and licensing
experience
- Proficient with Microsoft Word, Microsoft Excel, and Microsoft
PowerPoint -
