Acquisitions SpecialistHOW THE CONTRACT SPECIALIST WILL MAKE AN
IMPACTProvide expertise and guidance for federal acquisitions in
subject matter areas of specialized knowledge.Assist client in
conducting market analysis, developing statements of work,
statements of objectives and performance work statements, and
procurement strategy.Develop evaluation plans, pricing
methodologies, and major administrative plans.Develop and recommend
streamlining initiatives using innovative techniques where
appropriate, to improve procurement operations and customer
service.Coordinate and manage the preparation of analysis and
evaluations.Provide recommendations for proper implementation of
programs and systems specifications in the following specialties:
information systems architecture and engineering, systems
administration and engineering, application development, cyber
security, quality control, management, etc.,Maintain purchasing
records and associated documentation.Maintain purchasing calendar
and assist in executing activities in a timely manner.Provide
support for planning, organizing and implementing all acquisition
activities.Support issuance of contracts, purchase orders, tracks
status, and expedite orders according to customer
requirements.Prepare packages for contract awards and submit to
governing authority as needed.Initiate timely activities notifying
related parties of actions neededWHAT YOU'LL NEED TO
SUCCEED:Education: Bachelor's DegreeRequired Experience: 8-10
years' experience in the following areas:Direct federal contracting
experience demonstrating comprehensive knowledge of FAR/DFAR
(Subpart 13), both industry and business practices, procurement,
contracting policies, methods, cost relationships, and
options.Experience in the contract pre award process to include, at
a minimum: source selection process(es), post award process,
contract administration, and contract pre-closeout;Specialized
knowledge of pre award contract requirements required contract
documentation, the Federal Acquisition Regulation (FAR) clauses,
and applicability, federal supply service orders, delivery orders,
and task orders under indefinite delivery/indefinite quantity
contracts, along with best practices in contract
negotiations.Thorough understanding of the acquisition life cycle
and the ability to make recommendations for contract selection type
for new acquisitions.Experience in contract preparation and
documentation to include, at a minimum: Statements of
Work/Performance Work Statements (SOW/PWS), preparing
solicitations, contract modifications, cost/price analysis,
supporting procurement documents, Memorandums of Understanding
(MOU), Determination & Findings (D&F), Source Selection Plans
(SSP), Quality Assurance Surveillance Plan (QASP), assisting with
the development of Independent Government Cost Estimates (IGCE),
documentation of contractor performance and/or areas of
concern.Required Technical Skills: Proficiency with MSOffice Suite
of products and collaboration tools such as SharePointSecurity
Clearance Level: Active Top Secret with SCI EligibilityRequired
Skills and Abilities: Excellent verbal and written communication
skills, self-motivated, and detail orientedLocation: On Customer
Site, Washington, DC. No remote work option.
