Duties As a Lead Realty Specialist in RECB, you will:

  • Assist the Chief, RECB, in coordinating the entire real property program on behalf of the NIH.
  • Review contractor's performance through site visits, correspondence, and telephone conversation for completion of applicable lease contract clauses, e.g., small business, patent rights, labor rights, environmental compliance, and progress reports.
  • Participate in the development and implementation of all NIH policies and procedures regarding NIH real property purchasing, leasing, disposal, and utilization.
  • Coordinate and serve as Contracting Officer Technical Representative (COTR) and /or team lead in defending multiple complex high dollar value Federal lease contracts claims through the Department of Health and Human Services.
  • Lead a team of Realty Specialists.
  • Identify, distribute, and balance workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization and adjusting the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Qualifications To qualify for a Lead Realty Specialist GS-1170-14, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector performing the following types of tasks: planning and carrying out real estate acquisition and accession activities for a biomedical research or health services organization; providing authoritative expertise, advice, and guidance on real estate acquisitions and leases; providing guidance on the laws, regulations, policies, and procedures governing real estate leasing and acquisition; coordinating real estate acquisitions program activities with management officials, program officials and staff, and other organizations; and negotiating and executing contracts and other authorizing agreements for an organization.
