Apply today Subject Matter Expert I (Tobacco Control Program) Position Description About the job Our client promotes healthy behaviors and healthy environments to improve health outcomes and reduce disparities in the leading causes of mortality and morbidity in the District. They focus on nutrition and physical fitness promotion; cancer and chronic disease prevention and control; access to quality health care services, particularly medical and dental homes; and the health of families across the lifespan. They work closely with health systems, community-based organizations, governmental agencies and other key partners to provide data, consultation, technical assistance, and leadership to ensure that data-driven, evidence-based and sustainable approaches are utilized to improve cancer and chronic disease health outcomes among District residents. The Tobacco Control Analyst serves as the tobacco cessation specialist within the department and performs analytical work contributing to the improvement of public health programs through evidence-based practices. Assists senior analysts on the management, assessment, development and implementation of public health programs and handles programs that are less complex and of limited scope and difficulty. The SME I uses considerable discretion and independent judgment in the performance of duties. RESPONSIBILITIES Assists with development of strategic plans, operational plans, budgets, project plans, evaluation plans, and other administrative tools. Gathers and analyzes data to assess community needs and performance, effectiveness, and impact of programs and policies. Issues orders, writes citations, performs restrictions and condemnation duties of establishments, recommends approval or denial tobacco exemption licenses. Responds to tobacco- related complaints. Maintains database of requests and actions taken. Provides effective technical assistance and consultation to grantees related to tobacco use cessation best practices, data collection and reporting protocols, development of performance measures specific to the program and of program evaluation designs. Responds to inquiries and resolves issues. Assists in the development of procedure and policy manuals for the bureau. Writes proposals, grant applications, and other required materials; submits all grant applications in a timely manner. Prepares period and ad-hoc reports regarding program activities and performance for submission to District and federal agencies and other specified entities. Drafts documents and correspondence for internal and external audiences, including, but not limited to memos, invitations, email communications, conference abstracts, presentations, and sections of manuscripts. Establishes and maintains partnerships and communication pathways between the program and a wide range of stakeholders, including, but not limited to: providers, payers, policy-makers, educators, and program administrators. Collaborates with other programs within the department to leverage program activities. Serves as programmatic support to local coalitions as it pertains to tobacco control and prevention May serve as a team leader and periodically as multi-agency team leader or project manager. Performs other duties as assigned. QUALIFICATIONS Education: Bachelor's Degree or an equivalent combination of education and/or experience Experience: (1) year of experience in public health, health care administration, or program coordination. Knowledge, Skills, & Abilities: Practical knowledge of public health concepts, principles, and evidenced-based strategies to reach targeted populations. Full working knowledge of the concepts, principles, practices, methods, and techniques of the public health program assigned. Knowledge of programs in other areas that overlap or have impact on the general health care system. Excellent organizational, customer service, and administrative skills as well as strong writing and analytic skills. Ability to manage and work on multiple tasks and under tight deadlines; to identify, locate, and summarize information for various audiences. Ability to work effectively with peers, agency heads, and other health care professionals, as well as participating internal/external administrations. Ability to communicate both orally and in writing to provide, obtain, and clarify information and respond to consumer requests. Ability to work independently in an intellectually challenging environment as well as the willingness to handle routine tasks that keep the office functioning. Skilled in the use of technology, including knowledge of the Windows Office Suite, internet literacy, and willingness to learn new computer skills as necessary. Work Environment The tour of duty for this position is Monday --- Friday, 8:14am --- 4:45pm. The work is to be done virtually until staff are able to return to the office. The period of performance is through April 28, 2021.
