All areas of responsibility listed below are essential to the satisfactory performance of this position, with reasonable accommodation, if necessary. While the desired location is in Fairfax, VA or Dayton, OH, a flexible office schedule with occasional/part-time teleworking may be considered for the right candidate.

PES is seeking an experienced Proposal Manager to lead efforts with our new business team to develop proposals and assist winning new work with Federal Government clients. The successful candidate should enjoy collaborating with various members of the growth and operations teams as well as an overall desire to work in a growing and innovative company. This individual will be responsible for managing proposal responses from start to submission and assisting company leadership in making strategic decisions/status updates on contract vehicles and bids.

The Proposal Manager supports new business opportunities and leads proposal efforts in support of company strategy and growth initiatives. The successful candidate shall leverage internal and external resources as they orchestrate successful responses to opportunities.. This individual will lead our team in developing compliant AND compelling proposals for Government clients, contributing/coordinating responses, authoring/reviewing sections, developing/refining win themes for differentiation. Strong attention to detail is absolutely critical for this position. This position will report to our Vice President of Business Development.


Lead and coordinate all proposal efforts
Develops and executes proposal plans, estimates resources (people, schedule and budget), analyzes/decomposes RFPs, creates outlines and compliance matrices
Engages with Capture Managers and other members of the growth team to craft proposal strategy and develop compelling messaging that addresses the strengths of our service offerings
Creates compliant, compelling proposals that clearly and succinctly address the RFP requirements
Ensures on-time delivery of proposals and document lessons learned to improve processes.
Lead and/or assist various writing assignments with the development and timely submission of white papers, RFI responses and other proposal artifacts as assigned
Collaborate with C-Suite Executives on proposal status and gate/bid decisions
Establish and maintain effective professional working relationships with co-workers, partners and customers
Follow policies and procedures as described in corporate manuals and directives
Work flexible hours as needed, including occasional nights/weekends
Ability to think creatively and not be afraid to roll up sleeves to work hard but smart
Carry out other business development duties as assigned


Work is performed indoors with minimal potential risks to safety and health hazards related to electronics and sitting for extended periods.


5+ years of demonstrated industry-related experience in leading proposal efforts supporting Federal Government clients
Bachelor's degree (BA or BS) in English, Communications or other technical/engineering discipline
Demonstrated experience coordinating or leading Government proposals with a strong interest in proposal management and writing for Government clients
Demonstrated ability to clearly write and respond to written requests for proposals (RFPs) and requests for information (RFIs)
Proven ability to lead teams in a virtual and matrixed environment, getting results from individuals/teams that do not report to you
Ability to collaborate with others, including company executives, in a dynamic, hybrid environment and to contribute to decisions
Proven ability to multi-task and juggle conflicting priorities at once, sometimes wearing multiple hats to support company objectives
Excellent communication skills, both written and verbal, and proven ability in assisting others how to write and communicate to market the company's capabilities
Excellent skills in critical thinking, editing, visual element planning, and BOE development
Demonstrated experience working with collaboration tools (e.g., SharePoint, Teams)
Proficiency with MS Word, PowerPoint, Excel
Strong attention to detail is a must
Professional training in Proposal Management (e.g., Shipley, other)


Experience with graphic design
Experience supporting the Army and/or other Federal/Civilian agencies in the NCR
Experience with OASIS and/or other GWAC/IDIQs
Ability to obtain and maintain a government security clearance (i.e., Secret or higher)


May require lifting up to 25 pounds
Requires visual acuity to use a keyboard
