Job Description:

WWC Global is seeking three Business Operation Specialist Program Associates to support USAIDs Bureau for Development, Democracy, and Innovation, Center for Democracy, Human Rights, and Governance (DRG Center). The selected candidate will help manage mechanisms intended to advance DRG objectives, and help ensure DRG programs are designed and implemented in according with legal requirements and Agency policies. Program Associates will be responsible for supporting the DRG Centers annual program reporting requirements, program design and procurement process, working with technical teams to develop the DRG Centers annual Operational Plan, advising technical teams on program cycle policies and requirements, and assisting with program monitoring and evaluation. Responsibilities may include but are not limited to: * Providing daily management and support for all stages of USAIDs Program Cycle for the DRG Center, including Congressional reporting, new activity designs and approvals, and portfolio reviews. * Coordinating reporting from DRG Center teams to meet deadlines, and capturing and analyzing data relating to program performance and operations * Managing, monitoring, and reporting on DRG Center finances by preparing funding and financial management paperwork, and adjusting or revising budget estimates to accommodate variations in funding requirements * Supporting teams with acquisition and assistance agreement preparation and assisting with the resolution of questions related to a variety of grant or agreement issues. Monitoring and tracking approval of pending contract, grant, personnel actions, and other procurement activities * Serving as activity manager for DRG projects, performing the full range of project management functions, including analyzing and preparing program status reports and identifying trends and best practices * Contributing to the development of training programs in line with best practices and key issues * Preparing briefing papers and reports on technical activities and responding to inquiries from stakeholders * Obtaining clearances on taskers and updating trackers * Performing other related duties as assigned Work Environment: * Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment). * Ability to sit at a computer terminal for an extended period of time. Requirements Basic Qualifications * Bachelors Degree. * Current, active Secret security clearance. * Outstanding communication skills, influencing abilities, and client focus. * Demonstrated proficiency in using all Microsoft Office applications. * 3+ years experience supporting or managing foreign assistance programs with an emphasis on democracy assistance. * Demonstrated experience with program management, including the full range of functions in a program cycle. * Experience with data collection and analysis to inform program learning. * Experience supporting program performance and/or financial management in international development. * Experience developing scopes of work for activities, grants, contracts, or cooperative agreements. * Ability to facilitate effective partnerships and collaborate within diverse teams. * Experience maintaining program files and record keeping. * This position supports a U.S. Government contract; per the Executive Order 14042 issued on September 9, 2021, personnel must be fully vaccinated against COVID-19 to fill this role. * _Applicants must be currently authorized to work in the United States on a full-time basis.
