Position Summary:

Senior Program Manager responsible for managing a $100M BPA and leading and managing multiple Task Order delivery teams providing IT O&M, security compliance, and ISSO support services to the U.S. Department of Homeland Security (DHS).

U.S. Government Public Trust background investigation required.

Overall responsible for BPA and Task Order delivery team performance, including, but not limited to managing scope, cost, schedule, and contractual deliverables for DHS IT O&M and security projects.

Manages multiple workstreams simultaneously, effectively coordinating and communicating with US Government clients, project stakeholders, Armedia leaders, staff, and other contractor team members.

Responsible for leading and managing project resources including subcontractors, complying with BPA and Task Order terms and conditions, ensuring successful delivery of IT services and products (deliverables), developing and growing relationships with clients and team members, and growing the account. Team size will number between 20 and 30 IT professionals and involve working on multiple simultaneous projects. Actively participates in the Armedia talent acquisition, on-boarding, and out-processing processes when needed.

As a Senior Program Manager (Sr PM) and company leader, actively enforces standards and contributes to ongoing efforts to measure and continuously improve company operations performance and compliance.

Actively supports new business development, capture, and proposal preparation efforts when needed.

Required Education:

  • Bachelor of Science (BS) or Bachelor of Arts (BA) degree in Business Administration, Information Technology (IT), Computer Science (CS), Systems Engineering (SE), Electrical Engineering (EE), or related field.

Desired Education:

  • Master of Science (MS) degree in IT, CS, SE, EE, or Master of Business Administration (MBA) degree.

Required Professional Certifications:

  • PMP

Desired Professional Certifications:

  • CSM
  • SAFe
  • PgMP
  • CISSP, CISM, or other security certifications
  • ITIL

Required (minimum) Years of Relevant Experience:

  • 15 years managing multiple teams providing a broad scope of IT support services for a Federal agency
  • 10 years leading and managing large IT service delivery teams for a Federal agency
  • 5 years managing a BPA or IDIQ contract with multiple call orders or task orders for a Federal agency

Required Skills:

  • IT systems lifecycle management for multiple multi-year, multi-phase IT projects
  • Client and contractor team relationship development, maintenance, and growth
  • Excellent verbal and written communication skills, both in-person and using a variety of media
  • Knowledge of and experience using Agile methodologies (e.g., Scrum and SAFe) and DevSecOps
  • Use of Product Backlogs to capture and manage new project requirements and scope
  • Ability to manage client expectations and control potential scope creep in a diplomatic, win-win way
  • Use of MS Project for project schedule management, tracking, and reporting
  • Use of JIRA to manage work, issues, and bug resolution
  • Use of accounting systems and project resource and budget spreadsheets to plan and control costs
  • Use of EVM for planning project value, tracking earned value, and tracking actual costs and variances
