Summary

This position is located in the Department of Homeland Security, United States Coast Guard, Assistant Commandant for Acquisitions, Acquisition Directorate (CG-9), Office of Acquisition Services (CG-92), Office of Acquisition Support (CG-924) located in Washington, DC.

Responsibilities

You will serve as a subject matter expertise on Coast Guard acquisition policies, processes and procedures and ensure compliance with DHS acquisition policies and procedures and play a major role in the review and periodic updating of the Coast Guard Major and Non-Major Acquisition Manuals. You will provide acquisition governance support through oversight, insight, and foresight with continued analysis of programs' cost, schedule and performance and actively provide practical feedback to leadership when deviations to program plans occur in order to facilitate, increase and enhance program and program acquisition success. .

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Controlling the analysis and synthesis of quantitative and qualitative data and evaluations reflects performance and progress of programs, identification of materiel weaknesses, making forecasts and projections, and recommending actions as a basis for timely decision.
  • Maintaining current knowledge of acquisition management policies, processes and best practices used by other government agencies for comparison.
  • Providing assistance during pre-acquisition activities leading to the initiation and establishment of an acquisition program and the assignment of a Project Manager.
  • Assisting in the development of annual reviews, monitors program performance against acquisition documentation, monitoring and evaluating internal/external reports and providing independent assessments of performance.
  • Assisting with the development and publication of program management policies, processes and procedures; identifying and analyzing acquisition metrics and ensuring appropriate internal controls are in place for major and non-major systems acquisitions.

Qualifications

To Qualify for the GS-12: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-11) that is similar to experience gained in the federal sector. Examples of specialized experience includes: Providing guidance and advice on acquisition policies, processes and procedures; providing assistance during pre-acquisition activities; and playing a role in the review and periodic update of an Acquisition System.

To Qualify for the GS-13: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-12) that is similar to experience gained in the federal sector. Examples of specialized experience includes: Providing subject matter expertise on acquisition policies, processes and procedures; ensuring proper planning and compliance with investment policy and procedures at each milestone for all projects/programs; and supporting and participating in outreach activities and initiatives including coordinating workshops, training courses, orientations and conferences.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
