We are seeking a Program Manager for our government client responsible for maintaining information technology strategies by managing staff; researching and implementing technological strategic solutions.

The Program Manager will define, generate, and review project requirements documentation. Additionally, performs technical studies to refine project requirements along with monitoring project to ensure work scope, schedule, and budget are well defined and maintained. Also, coordinate between supervisors and ensures all necessary reviews and approvals are received.

Key Responsibilities:

  • Manage senior technical staff who will lead task areas, manage multiple concurrent tasks, including budget management and resource planning for multiple simultaneous projects.
  • Manage associated technical project issues and take immediate action to resolve any project/program performance issues, as they become known
  • Manage both on-site and off-site; staff direct, review, and plan the activities and work products of all contract staff and serve as the primary point of contact.
  • Apply Agile processes, Scrum techniques, and Project Management principles to support the continued development and implementation of sound IT Strategy in a manner that is aligned with DSCA Information Management and Technology (IM&T) goals.
  • Deliver program/project performance reports on a regular and ad-hoc basis to assist in the governance process as necessary
  • Effectively track and manage the resourcing and completion of all projects in an efficient manner, successfully bring projects to closure in a timely and comprehensive manner
  • Assure quality control programs are in place, enforce work standards and communicate policies, purposes, and goals
  • Develop and maintain a staffing plan, manage priorities and adjust resources as required
  • Provide risk management and mitigation or avoidance recommendations
  • Coordinate kickoff meetings with project leads, develop and document an agreed upon task plan for implementation
  • Generate and present project reports to the government leadership, COR, and program staff in agreed-to formats and timeframes.
  • Ensure program objectives and quality assurance standards are clearly communicated and enforced. Monitor performance, quality assurance/control, and other activities that positively benefit IM&Ts decision-making capacity
  • Engage with client regularly, participate in meetings, enforce work standards and communicate policies, purposes, and goals
  • Offer risk management recommendations
  • Document Processes, methods, standard operating procedures, templates as necessary to ensure high quality and repeatable process.
  • Develop and execute strategic roadmaps, decomposing strategic vision to tactical actions

Key Skills:

  • History of assuming a leadership role of 20 or more personnel
  • Superior attention to detail and great organizational skills
  • Strong written and verbal communication skills including the ability to effectively interface with clients, colleagues and team members
  • Coordinating between multiple project teams
  • Advanced knowledge of Microsoft Outlook is essential, as well as strong working knowledge of Microsoft Word, Excel, PowerPoint, and SharePoint
  • Capable of directing contract staff in performance of day-to-day tasks without the direction of Government staff
  • Solid Program and Project management skills (PMP certification desired)
  • Strong knowledge and ability to manage projects within the following areas:

  • Application Customer Support and Troubleshooting
  • SharePoint Management
  • SharePoint Development
  • Web Site Development and Maintenance
  • COBOL/Mainframe Development and Full Stack Maintenance

  • Data Modeling
  • System and User Documentation

Required Qualifications:

  • Requires 5 to 8 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD.
  • Experience leading enterprise level initiatives supporting a government customer
  • Active Secret clearance
