Financial Expert - Accounting Supervisor

Position Description
CGI is seeking a senior financial management/accounting resource with leadership and management experience to support financial management, financial operations, and financial reporting activities at a large federal government agency in multiple capacities. Candidate will join a team of financial management and accounting specialists that provide accounting, financial operations, and financial reporting support. As a subject matter expert, candidate will be responsible for leading and providing quality and timely financial reporting, supporting financial operations and accounting services, and enhancing internal controls.

Your future duties and responsibilities
As a subject matter expert, the individual will be involved in a variety of financial management, financial operations, accounting, and financial reporting tasks to meet the client objectives. This may include:
• Support of day-to-day operations, assist with logging, tracking, analyzing and processing of various accounting transactions that comply with Federal financial management standards (e.g., A-11, USSGL, OTCnet, CIR/TDO, FedWire) as well as agency financial management standards, policy and procedures;
• Support and assist with the Invoice Processing Platforms (IPP) (vendor payments)
• Assist and provide support with system enhancement, project management, implementing, analyze and changing business processes, necessitated by U.S. Treasury requirement;
• Assist with legacy cash transactions;
• Assist with data analysis with the (DATA ACT and 507 Reporting) and adjustments in response to end-user requests;
• Develop, review, analyze and support account maintenance with Fund Balance w/Treasury (FBwT) tools utilizing Power BI, integrity backend files to support cash reconciliation from system-generated reports and utilizing Treasury reports;
• Review, track, and reconcile receivable transactions and reports e.g. the Treasury Report on Receivables (TROR); IPAC collections, CSNG pulling of data, to include dunning notices; maintain, retrieve, aggregate data from financial system;
• Process, review, and analyze budget transactions as they relate to USSGL accounting entries using source documents such as the SF-132/CR/1151s;
• Process, review, and analyze reimbursable billings and Intra-Governmental Payment and Collections (IPACs) and G-Invoicing transactions; with understanding the impact of the USSGL/Treasury Accounting Symbol (TAS);
• Provide support and expertise for the development of white papers to document decisions on financial, accounting, or appropriation law related complex issues or best practices, and develop corrective action plans (CAPs) related to financial statement audit deficiencies, or notices of findings and recommendations, A-123;
• Retrieve the data analysis for tie points reconciliations;
• Provide assistance with other Governmental initiatives;
• Support the development, documentation, validation and update of standard operating procedures (SOPs) and quick reference guides (QRGs) for key financial management and accounting functions;
• Assist with supporting the Department's compliance with Treasury's reporting requirements for the Central Accounting Reporting System (CARS) and the Government-wide Treasury Account Symbol Adjusted Trial Balance System (GTAS);
• Develop and maintain an electronic dashboard to track various financial transactions (e.g., IPAC transactions, Cash Receipts, Vendor Payments);
• Reconcile subsidiary data with standard general ledger account balances;
• Prepare the Prepared by Client (PBC) items (e.g., operations-related items) for submission to the internal and external auditors by specified due dates, understanding and knowledge of the Workiva system;
• Assist in the development of various system enhancements and techniques to improve the monthly payroll reconciliation process in a timely manner;
• Assist operations staff with the review and approval of various payment documents in UFMS on a daily basis; and
• Process, review, update and correct 1099s.

Required qualifications to be successful in this role
Significant Federal accounting experience.
• Demonstrated knowledge of federal accounting, accounts receivables, federal USSGL, budget execution and demonstrate a working knowledge of GTAS, IPAC and CARS..
• Understanding of federal contracting.
• Significant experience in financial management, financial operations, and financial reporting at a large federal agency.
• Significant experience and comfort facilitating meetings, working sessions, and group presentations.
• Strong analytic thinking skills; experience analyzing data from financial systems.
• Strong writing skills and prior experience writing proposals and developing agendas, minutes, presentations, and briefing materials.

Desired:
Related certifications such as CPA, CGFM, CICA
• Prior experience with Momentum
• Knowledge of SQL
• Security Clearance
