Job Title: Senior Contract Support Specialist (SME II) Location(s): Washington, DC INL/EX/GAPP Hours: Regular Full-Time ** This position offers a SIGN-ON BONUS ** Clearance Requirements: This position requires a Secret security clearance; however, the contractor may begin work with an interim Secret security clearance. What you will be doing: * Perform all cradle-to-grave contracting activities. * Provides guidance and training to program personnel involved in the development of procurement request packages. * Provides guidance to junior and mid-level contract management personnel in the development of procurement request packages; to include but not limited to goods and services scope of work, IGCE, inherently governmental (DS-4208) and risk mitigation plans, market research, acquisition plans both formal and informal and any other documents associated with the procurement package. * Provides guidance and training to other members of the GAPP Contracts Team. * Assist in identifying various strategic sourcing efforts and category management efforts to streamline the GAPP contracting lifecycle. * Aids in the formulation of the contracting approach to be taken that will best satisfy the requirement. * Advertises procurements, ensures that the procurement schedule is structured properly, prepares solicitations, sources to be solicited, determines the responsiveness of quotes and proposals and determines the responsibility of the apparent successful offeror based on an analysis of financial and technical information gained, and recommends award of the contract. Final determination and findings shall be forwarded to the INL CO for review and approval/action. * Under the direction and oversight of the INL CO, provide guidance in the development of the statement of work and data requirements, determine the type of contract best suited to the requirement, and develop special clauses, terms, and conditions applicable to the solicitation. Determine the sources to be solicited, receive, initially evaluate proposals using price/cost analysis, and respond to initial inquiries from vendors. Final determination and findings shall be forwarded to the INL CO for review and approval/action. * Performs market analysis to determine availability of the product or producers and service providers. * Assess the impact of socioeconomic considerations on the procurement actions. * Aids in the development of solicitations by assisting with the determination of quantities to be included in a solicitation based on economic order quantities, market conditions, delivery requirements, production capabilities, required specifications, and pre-award samples. Support the INL CO with establishing specific contract language and clauses, selecting the appropriate type of contract, coordinating with socioeconomic specialists relative to INL programs, setting minimum or maximum order limitations, choosing the transportation and delivery types, and selecting the appropriate publication and distribution of solicitations. When not working directly with the INL CO, final determination and findings shall be forwarded to the INL CO for review and approval/action. * Determine if cost and price data submitted by offerors to support direct costs, indirect costs, and fee or profit are fair and reasonable. Final determination and findings shall be forwarded to the INL CO for review and approval/action. * Recommends award for review and action by the INL CO and follows through on all award documentation and post-award administration activities. Position Requirements Minimum Requirements: Experience * Eight (8) years of experience in a subject relevant to a particular program or project. Provide strategic, business and action planning. Interfaces with Government management personnel and functional proponents among other topics. Education: * Bachelor s Degree or other equivalent degree program (or an additional six (6) years subject matter experience). * An additional degree can be used to offset years of experience. * Military experience can be used to offset degree requirements. Knowledge/Skills : * Demonstrated knowledge of contracting procedures, types, and methods, including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives to enable the buyer to plan and carry out contracting assignments. * Demonstrated knowledge of cost and price procedures/techniques to evaluate offers and responsibility of contractors on the basis of competition, historical costs, reports from auditors or technical specialists, contractor cost breakdowns regarding labor, materials, overhead, and profit, or other evaluation criteria and selection processes where the information is usually available. * Demonstrated ability to interact effectively with individuals at all levels to assist in the planning and coordination of activities with other organizations; provide guidance, and advocate INL policies and positions in close coordination with INL leadership. * Demonstrated superior organization skills and ability to manage multiple concurrent activities of varying complexity, including changing priorities and short turn-around times. * Demonstrated proficiency in computer and web-based applications including Microsoft Office Suite and Adobe Acrobat. Preferred Qualifications: * Demonstrated experience with and knowledge of INL or USAID programs, mission, and foreign assistance activities. * Demonstrated familiarity with Department of State (DOS) Standardized document format, and DOS systems. * Demonstrated familiarity with Department of State Acquisition Regulations (DOSAR). * Demonstrated knowledge of the Department of State Standardized Regulation (DSSR), and Federal Travel Regulations (FTR). * FAC-C Certifications Physical Demands: This is largely a sedentary role; however, some filing is required.
