Case Specialist - Independent Consultation and Investigation Mechanism The Consultation Phase aims to provide an opportunity to the parties to address the issues raised by the requesters related to harm caused by the failure to comply with one or more relevant Operational Policies in the context of a Bank financed operation. The assessment, process design, facilitation and monitoring activities of the consultation phase have been established through a set of specific Guidelines for a compehensive management of cases before MICI. The Consultation Phase activities are led by the Consultation Phase Coordinator under the supervision of the MICI Director. For the daily management of the requests under this particular phase, the Coordinator may be assisted by a small team constituted by case officers and a case assistant. In addition cases may require the hiring of external consultants. The objective of this case officer specialist position is to support the work of the Consultation Phase in the daily management of requests under this phase and under the guidance of the Consultation Phase Coordinator, as per the procedures and standards set in the MICI Policy and Bank regulations.-- What you'll do:--

• Apply principles, approaches, methods, tools, and general provisions contained in the MICI's Policies and procedures, including the Guidelines for the MICI Consultation Phase. Lead assessment processes assigned by the Coordinator: researching and assessing the context of requests; mapping stakeholders and identifying key issues to be addressed, specific dynamics and trends, including risks of reprisals to requesters, their families, and personnel supporting case management.--
• Contribute to the revision and analysis of project and other related documents.--
• Lead the design of consensus-building processes assigned by the Coordinator, as outlined in the MICI Policy and the specific Guidelines for the Consultation Phase.
• Develop targeted strategies to build rapport and maintain regular communication with relevant parties in the MICI process, of particular requesters, IDB Groups' staff, implementing agencies, as well as other interested parties of the MICI process, such as Civil Society Organizations, local authorities, and any other actor with a legitimate interest in the MICI process.--
• Provide facilitation services during fact-finding missions, dialogue sessions, technical briefings, conversations with experts, and any other process-related events, as needed.--
• Develop tailor-made ground rules for each specific dialogue space.--
• Lead monitoring activities to promote compliance with the agreements reached at the Consultation Phase.
• Along with the Consultation Phase Coordinator, provide training on MICI policy and procedural-related matters, as well as provide context-specific guidance to facilitators from the Roster of experts prior to initiation of formal consultation processes.--
• Produce draft reports, guidelines and other technical documents related to the Consultation Phase.--
• Provide support at the different stages of the Consultation Phase process, as needed.--
• Collaborate with MICI's administrative support personnel in the organization and logistical aspects of field missions, as well as any other process-related activities.--
• Monitor any political, economic, social, or cultural event or trends that may have an impact in the management of a case during assessment, dialogue or monitoring stages.--
• Handle confidential information in an appropriate and sensitive manner.
• Represent the mechanism, per request of the MICI's Director and particularly in the Consultation Phase, in events, regional fora, academic spaces, and any other event, as required.--
• Ensure proper handling of information in accordance with both the MICI Policy and the Access to Information Policy.--
• Ensure consistent use of Bank systems as applicable, in specific Case Management Systems and the Bank's official systems for the cases under his/her responsibility.--
• Ensure the Public Registry is regularly updated with relevant information for each case.--
• Participate in relevant meetings and draft minutes of said meetings.--
• Study the relevant operational policies and ensure understanding of its application in Bank financed operations. Update knowledge and use of Bank Policies and procedures as needed. Contribute to drawing lessons learned from case management and the Consultation Phase process.-- Qualifications What you'll need:--
  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependent.
  • Education:--You hold an advanced degree (Master)--in social sciences, preferably with specialization in peace and conflict studies and/or peacebuilding, with related experience in participatory development and country or region-specific familiarity.
  • --Experience: You have at least--5 years of demonstrated work experience designing, convening, advising, or facilitating national/regional or local alternative dispute resolution (ADR) multistakeholder processes on environmental and social issues.
  • Education:--An advanced degree in social sciences, preferably with specialization in peace and conflict studies and/or peacebuilding, with related experience in participatory development and country or region-specific familiarity.
  • Languages: You are fluent in Spanish and English; strong oral and writing skills are a must in both languages. Knowledge of French and/or Portuguese is desirable.
