Description We are seeking an innovative, collaborative, and
strategic health policy professional with strong connections on
Capitol Hill, at HHS/CMS/CMMI, and with relevant stakeholders to
lead a bold agenda to improve healthcare quality though policy
changes and use of NCQA programs and services. The Assistant Vice
President (AVP) for Federal Affairs will head a growing team
focused on growing NCQA's relationships with Congress and the
Administration in support of program adoption and increased
contracting revenue. They will advance our policy objectives and
develop "champions of quality" among those who shape the healthcare
agenda. They will work with representatives from other healthcare
organizations to increase the reach of our own efforts and further
the goals of the quality movement. Primary Responsibilities: Drive
and manage execution of NCQA's federal strategy Grow NCQA's
strategic relationships with key Congressional and Administration
staff to achieve NCQA's federal objectives of adoption/incenting of
NCQA programs and increasing contracting portfolio with agencies.
Gather and share intelligence from federal agencies and other
sources and, where necessary, use this information to help adapt,
supplement and redirect our federal strategy to maximize results.
Represent NCQA in meetings with trade associations, health plans,
patient advocates and other organizations. Manage and align
activities across NCQA that support our federal agenda, focusing
inter-departmental teams to work collaboratively and accomplish our
goals. Oversee NCQA's formal responses and communications with
policymakers and partners Manage the tracking and analysis of
regulations, legislation and program activities, working with
internal experts across NCQA to develop our responses and identify
threats and opportunities. Manage and contribute to the development
of presentations and other collateral to federal and other external
audiences. Present to the Board of Directors, advisory committees
and other NCQA stakeholders on our federal affairs work and the
tangible results achieved. Support President and Leadership Team as
needed. Education and Skillset: 10 years of healthcare policy
experience in the federal or state government and/or with relevant
healthcare organizations that interact regularly with the federal
government. At least 5 years Capitol Hill, HHS/CMS experience
and/or with health plans. Demonstrated strategic thinking
capabilities and experience setting and meeting tangible,
results-oriented goals. Excellent written and oral communication
skills. Established relationships with key staff and leadership in
Congress, federal health agencies, and among relevant healthcare
stakeholders. Passionate commitment to our mission as a non-profit
