The incumbent will serve as IT Specialist assigned to one of the categories. Independently perform cost-benefit analysis, life-cycle assessments, and other related cost saving evaluations. Leads and/or conducts studies and performs market research. Seeks out industry and government best practices for adoption and implementation to improve key business functions. Creates and maintains technical non-governmental category specific resources and leverages expertise through universities, vendors, alliances, and associations.* Oversees the creation of complex category strategy plans and develops guidelines and standards regarding implementation. Ensures category tasks are accomplished in accordance with pertinent government regulations such as Federal IT Acquisition Reform Act (FITARA) and Federal Acquisition Regulations. Develops short and long-range plans with employees and/or contracted personnel. Manages the category strategies program and sub-categories; sets priorities and deadlines; finds ways to improve work methods.* Work closely with agency, government, and industry stakeholders. lead agency-wide implementation of category plans, best practices, and process improvements. make recommendations based on complex analysis to senior leaders. Keeps abreast of customer and industry changes. Gathers and interprets market intelligence. Makes category strategies decisions and recommendations that significantly influence agency IT policies and programs.* Leads technical implementation teams to ensure the successful integration of IT programs, applications, services and commodities pertaining to division within category management to include Hardware, Software, IT Services, and Professional Services. Evaluates IT investments with Strategic Sourcing assigned areas, assesses the highly complex integrated technical aspects related to feasibility, cost, implementation timetables, feasibility studies, and other pertinent issues that relate to the justification of improved systems technology and IT integrated management processes* Conducts expert performance and relationship management and remediate performance issues. Develops a comprehensive category management program that supports IT categories such as IT hardware, software, and IT services. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
