Your application may not receive full consideration if you do not follow the instructions as outlined.---- This position is located in the Terrorist Screening Center (TSC) in Vienna, VA,-- in the--Office of Security, Office of Counterterrorism and Information Security (SEC/CTIS). Learn more about this agency Responsibilities As an Intelligence Research Specialist , your duties will include: Collecting, reviewing, interpreting, evaluating and integrating large volumes of intelligence data from multiple sources pertaining to extensive, interrelated geographic or functional fields. Drafting intelligence assessments and making recommendations in support of USAID programs and projects. Planning and carrying out a wide variety of sensitive and complex tasks encompassing all-source intelligence. Identifying, reviewing, interpreting and evaluating large volumes of intelligence data pertaining to counterterrorism and strategic intelligence initiatives. Planning and implementing innovative solutions to support the implementation of counterterrorism procedures. Developing methods for comprehensive executive assessments of exceptionally broad, sensitive and complex issues pertaining to-- counterterrorism thataffects USAID Missions. Serving as a representative of the Office of Security while exercising strong partnerships with USAID regional bureaus and offices and interagency partners. Travel Required Occasional travel - The work is performed primarily in an office setting, but may include travel, and field work. Supervisory status No Promotion Potential 13 Job family (Series) 0132 Intelligence Requirements Conditions of Employment United States Citizenship is required. Relevant experience (see Qualifications below). Must be able to obtain and maintain a Top Secret security clearance. Direct Deposit/Electronic Funds Transfer is required. Males born after 12/31/1959 must be registered with the Selective Service. You will be required to serve a one-year probationary period. Must be able to pass a counterintelligence polygraph examination. This position is in the Office of Security, Counterterrorism and Information Security Division (CTIS). The positions will support screening related to the requirements set forth in USAID policy and Homeland Security Presidential Directive (HSPD) 6 and HSPD 11. The positions are physically located at the Terrorist Screening Center (TSC) in Vienna, VA, but the incumbents may be expected to spend significant time working in partner organizations' facilities in the Washington metropolitan region. The incumbent will be responsible for using analytical tradecraft and conducting intelligence-based screening in support of USAID programs. Qualifications GS-13: --You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 12 --level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) experience in analyzing intelligence information based upon formal intelligence training-- and/or post graduate level training and/or certificate/diploma awarding programs; (b) experience providing advice, guidance, and consultation to senior officials regarding all-source intelligence analysis focusing on Strategic, Operational and/or Tactical analysis related to--geographic--regions and/or terrorist groups operating with the intent to disrupt-- national security; (c) knowledge and experience of all source intelligence and counterintelligence requirements to include developing new methods, approaches, and procedures.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. ICTAP -- candidates will be referred to the selecting official if they are found well qualified. --Well-qualified --means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are--assigned to the-- Silver Category or higher Category; --be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other applicants who apply for a particular position.
