Overview:

Position Description:
The Development Operations Specialist supports development project management with the day-to-day progression of established real estate projects, particularly due diligence, entitlements, regulatory approvals, securing financing commitments, closing on financing and acquisitions, managing invoicing and requisitions, construction draws, ensuring compliance reporting, and helping to manage capital contribution requests and project close-out. Under the supervision of the Mid-Atlantic Regional Director with additional guidance from Development Directors, the DOSs work helps ensure timely, efficient, and successful procurement, progression and completion of the Mid-Atlantic/DC offices development projects. The position also entails oversight of DC office, including supplies, relationships with vendors, and internal systems associated with day-to-day operations.

Essential Functions:

  • Performs central components of finance closings, construction draws and capital contribution requests
  • Works with TCBs Development Operations, Finance and Legal and Accounting staff, as needed
  • Works with local, state and federal government and agencies, as needed
  • Works with third parties, including general contractors, architects, and consultants, as needed
  • Manages requests for insurance, title searches, appraisals, surveys, capital needs assessments and other items to support development projects
  • Assists in obtaining a variety of permits, approvals and funding
  • Completes and/or ensures completion of necessary compliance reporting
  • Assists in the production of a variety of proposals, applications, reports and other documents
  • Supports market and demographic research, as needed
  • Prepares materials for meetings, presentations and applications, as needed
  • Helps to coordinate due diligence checklists from lender, investor and/or agency
  • Helps to train Mid-Atlantic development operations to new and junior staff


    Knowledge, Skills and Abilities:

  • A strong understanding of loan administration, construction management, and real estate financing processes associated with mixed-income housing development
  • Well-versed in the use of spreadsheets and other basic Microsoft Office applications
  • Strong communication skills, both written and oral
  • Well organized with attention to detail
  • Capable of working both independently and as part of a team
  • Performs effectively under tight deadlines
  • Strong interest in affordable housing and mixed-income community revitalization

    Education & Experience:

  • Undergraduate degree in a related field
  • 4 years minimum experience in related field
  • Direct experience in Real Estate Development is desired
  • Strong understanding of affordable housing development is desired
  • Experience with managing due diligence process for closing on real estate finance and acquisitions, particularly with investors and lenders in a LIHTC transaction environment is desired
