HLO - E3/Sentinel's Homeland Operations (HLO) Division employees bring domain knowledge, specialized insight, and operational expertise to support Department of Homeland Security (DHS) customers. Our careers include mission operations, data analytics, operational assessments, requirements management, financial/budget management, strategic communications and planning, stakeholder engagement and facilitation services, acquisition support, systems engineering and technical assistance (SETA), and business process reengineering.E3/Senintel is seeking an Acquisition SME support the client's procurement needs, from conception of the requirement, through award, to post-award management and will be heavily relied upon for Information Technology procurement expertise.

  • Meet and interact with Government personnel and client representatives in accordance with the terms and conditions of the task order
  • Provide clear leadership, technical direction, and guidance to all task order personnel, communicate effectively, both orally and in writing, with task order personnel and senior management, and organize, direct, and coordinate execution of task order activities within negotiated time frames
  • Ensure submittal of task order deliverables in accordance with the contract with the ability to read and interpret federal acquisition policy, regulations, and directives and to apply those interpretations fully and legally to required deliverables
  • Provide a wide range of professional acquisition and contract support services in the areas of pre-award, award, and post award support to include acquisition planning, source selection, as well as contract administration and management.
  • Issue awards for the following types of contracts;
  • Provide advice, recommendations, and document support to multiple offices in all areas of the acquisition requirements phase.
  • Assist in development and preparation of pre-award Statements of Work (SOW), Statements of Objective (SOO) and other requirements documents. This effort includes assisting business units in researching and drafting requirements and standards, including Performance-based Work Statements (PWS); developing performance measures, providing consultation and recommendations; and coordinating requirements documents.
  • Provide advice and recommendations for all elements in acquisition plans Research existing Government- wide contracts for available products and services. Evaluate different approaches to and sources for acquisition support. Research available suppliers and compare the services and costs of obtaining support from the different providers.'
  • Provide assistance to the business units in preparing Independent Government Cost Estimates (IGCEs). Such assistance may include and is not limited to research and analysis of past purchases of similar products or services, current market value of the products or services, other agency purchases of similar products and services.
  • Prepare Request for Quotes (RFQs), Request for Proposals (RFPs) including two-phased design/build solicitations, and Combined Synopsis/Solicitations.
  • Assist in conducting market research to identify potential sources and contract vehicles.
  • Assist in evaluation process and assure written documentation to support both informal and formal source selection procedures.
    • Bachelor's degree with at least 10 years of experience or Master's with at least 5 years of experience within the field required including initiating, planning, developing, executing/managing, monitoring, controlling, and closing large-scale programs, including service delivery contracts and mission critical programs and directly supporting complex federal government acquisition programs/projects
    • Ability to communicate effectively, both orally and in writing, with senior personnel.
    • Ability to read and interpret Federal acquisition policy, regulations, and directives and to apply those interpretations fully and legally to required deliverables.
    • Ability to provide clear leadership, technical direction, and guidance to all lower level acquisition personnel.
      • Experience and subject matter expertise in Federal Acquisition Regulation (FAR) regulations and policies, including Homeland Security Acquisition Regulation (HSAR) and Homeland Security Acquisition Manual (HSAM), with ability to evaluate all official contract file documentation to determine the incorporation of meeting the FAR standard and agency standards towards effecting "sound business judgment" E3/Sentinel is an equal opportunity employer and Vietnam Era Veterans Readjustment Assistance Act (VEVRAA) federal contractor.
