The USG response includes coordination among the US Agency for International Development (USAID), the Centers for Disease Control and Prevention (CDC), Department of Defense (DOD), Department of Health and Human Services (HHS), Peace Corps (PC), and other entities. This initiative is collectively known as the US President's Emergency Plan for AIDS Relief (PEPFAR). USAID has been at the forefront of the USG's response to provide quality HIV/AIDS services to over one hundred countries to mitigate the health crisis that threatens the prosperity, stability and development of these nations. The Bureau for Global Health's Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency's HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. The SIEI Division within OHA, to which Data Analysis Advisor will be assigned, provides technical expertise to advance and support country-owned, sustainable strategic information systems and promotes data-driven program planning. The SIEI Division has primary responsibility of supporting USAID headquarters and its Missions to build capacity in managing and utilizing data systems to improve impact and accountability of HIV/AIDS programs. The Expenditure Analysis (EA) Branch, located in OHA/SIEI Division, provides global technical expertise to advance the use of data for increasing transparency, efficiency and accountability across programs to achieve the greatest impact in the HIV/AIDS response. The branch supports USAID Headquarters, Missions and Inter-agency field teams by building capacity for data collection, analysis and application of economic and program data for strategic program planning, budgeting and management. The EA Branch conducts inter-agency and intra-agency analysis to understand program input indicators and assess the potential for increased efficiencies in program implementation. The Data Analysis Advisor is responsible for working with subject matter experts to generate, analyze, and visualize financial and other data to assess HIV programmatic performance and inform decision making. The Data Analysis Advisor is an important member of an OHA SIEI Division and works on a day-to-day basis with the EA Branch Chief and technical experts. The Data Analysis Advisor will lead the branch and division to conduct country specific and global analyses and visualization that combine financial/economic and other input data with output, outcome, and quality data to assess program success and efficiency. Essential Duties and Responsibilities Conceptualize and implement data analyses and visualization to inform USAID and PEPFAR decision-making (50% Level of Effort): Maintain expert knowledge of PEPFAR reporting requirements, PEPFAR-related data systems, as well as data management and use strategies in order to provide informed program monitoring and partner management technical assistance to USAID Missions. Conceptualize and conduct integrated data analyses and generate data as needed, in collaboration with program/technical stakeholders Provide advanced technical assistance relevant to program expenditures and related analytics to USAID Missions and HQ Facilitate interpretation and dissemination of HIV-related data for program decision making Lead USAID/HIV subject matter experts in data- focused analytical thinking for improved planning, monitoring, evaluation, and reporting of HIV/PEPFAR programs. Design, develop and deliver high quality visualization and information products to support USAID operations at all stages of the development programming cycle. Translate complex data analysis concepts and requirements into clear, digestible, and useable information. Prepare, deliver, and disseminate reports, briefers, and presentations for USAID field and HQ, PEPFAR interagency, and/or external stakeholders Responds to rapid and short-fuse data requests, conducts analytics, and communicates findings to decision-makers at a high-level. Enhance the capacity of USAID/HIV subject matter experts to collect, analyze, and use data for strategic planning and program implementation (50% Level of Effort): Support country programs to collect and use routine data to ensure USG investments reflect the efficient use of resources Guide USAID HQ and field staff to use data to inform the allocation of HIV resources and to demonstrate program success through financial/economic data Build OHA and Mission capacity to standardize and automate data collection, management, and display of HIV/PEPFAR data to make rapid data analysis more efficient, transparent, reproducible, and effective. Collaborate with HIV program experts to conceptualize and implement data analytics that will effectively support PEPFAR's overarching goal of epidemic control. Provide advanced analytic support to strengthen their capacity to effectively manage and analyze PEPFAR financial data for the purposes of program accountability, oversight, and management. Support development of a culture of data-driven decision-making through technical leadership on data visualization (including GIS, Tableau) and data triangulation and sharing of best practices Prepare concept papers, background analyses, and briefings to build support for the use of data analytics and data science techniques throughout the USAID. Facilitate discussion among key USAID stakeholders to articulate a vision and plan for integrating data science into planning, delivering, and assessing development programs. Lead and conduct trainings to improve the skill sets of headquarters and field staff in the areas of data analysis and visualization of financial and integrated data. Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development. Complete and execute an Individual Learning and Training Plan and Annual Work Plan. Job Requirements: Minimum Qualification Requirements Minimum of Master's degree and 5 years professional experience or Bachelor's and 7 years or more of relevant experience in social science, statistics, public health, or economics , preferably with HIV experience. At least 5 years of professional experience with two or more public health technical disciplines (such as, HIV/AIDS, Infectious Disease, Maternal & Child health etc.); job duties/responsibilities generally related to position description requirements. Demonstrated experience in analysis and presentation of -public health and/or economic/financial data, preferably relating to HIV/AIDS or other public health programs. Demonstrated skills in data collection, data analysis and visualization, program coordination and implementation, and strategic planning, preferably relating to HIV/AIDS or other public health programs within a developing country context. Advanced proficiency in Excel and proficiency in at least one statistical software (i.e. Stata, SAS, R) and data visualization tools (i.e. Tableau). Ability to work under moderate supervision and bring a problem-solving approach to carrying out duties. Demonstrates excellent analytic skills, reasoning ability, initiative and an eagerness to learn technical and program management. Excellent analytical, written and oral communication skills. Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues. Demonstrated ability to work independently. Excellent English oral and written communications skills and the ability to read, analyze, interpret and summarize financial reports. Ability to present information effectively and respond to questions from stakeholders. Ability to travel regularly to developing countries and resource challenged settings, ranging from 10-30%, depending on assigned operational unit.
