Telework eligible No- Duties Summary Performs duties under the general direction of the CYS Coordinator who outlines program objectives and is available for discussion of complicated and unprecedented matters. Incumbent's work is evaluated in terms of program accomplishments and effectiveness as measured against established performance measures. Majority of assignments are performed independently with technical assistance provided by the coordinator. Learn more about this agency Responsibilities - Assists CYS Services coordinator with operational functions of the CYS program in accordance with applicable statutory and regulatory requirements. - Utilizes the Child and Youth Management System (CYMS) and Enterprise Reporting Tool (CYERT) to collect and maintain up-to-date statistical data and oversee the collection and accurate accounting of funds. - Analyzes statistical data for inclusion in the CYS Annual Report, to identify needs and trends, and to provide information to higher headquarters. Recommends appropriate actions based on analysis of data. - Prepares Installation Status and Common Levels of Support reports. In conjunction with Parent and Outreach Services, oversees the logistics of the Multi-Disciplinary Team Inspection process to include collection and roll-up of results. - Assists CYS Coordinator with budget preparation and justification. Analyzes monthly budget reports and uses analysis to make adjustments in the programs to support CYS financial and program goals. - Recruits, hires and supervises staff to include the CYS Nurse, the Functional Technology Specialist, the Food and Nutrition Specialist, and other overarching CYS Personnel not directly tied to a specific program. - Evaluates employees based on established performance standards. Provides appropriate staff recognition and/or disciplinary action. Ensures timely personnel actions. - Supports all established EEP and AA objectives. Supports and provides for staff annual training requirements. - Serves as a Government Credit Card holder/Billing Official. Travel Required 25% or less - You may be expected to travel for this position. Qualifications Progressive work experience directly related to the duties to be performed as described in numbers 1 thru 6 below equivalent to the next lower grade level.1. Experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs. 2. Four years of program administration experience in child and youth programs. 3. Experience in training adults and working effectively with command staff, professional staff and parents. 4. Demonstrated ability to plan, organize work, and analyze problems to identify significant factors, gather pertinent data and recognize solutions. 5. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences. 6. Demonstrated ability using computers with standard office software such Microsoft Excel, Word, Power Point, and e-mail. CANDIDATES WILL BE RANKED AGAINST THE HIGHLY QUALIFIED CRITERIA. HIGHLY QUALIFIED CRITERIA FOR THIS POSITION ARE: 1. Have you successfully completed a 4 year college or university degree with a major course of study or substantial course work which directly relates to a CYS field: early childhood, elementary, secondary, special education, child and youth development, psychology, youth program administration or a closely related field. Or, have a combination of education and experience and successfully completed at least 24 semester hours in a major course of study in education or a field appropriate to education, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described. 2. Have a minimum of 3-5 years of knowledge and experience with Child and Youth Management System (CYMS) and CY Enterprise Reporting Tool (CYERT) or equivalent. 3. Have a minimum of 3-5 years of knowledge and experience Child and Youth Services Budget development and execution and financial management operations oversight. 4. Have a minimum of 3-5 years of experience, understanding and managing space configuration in relations to funding levels. 5. Have a minimum of 3-5 years of experience and understanding of HR processes and functions for Personnel Actions to include DCPDS, CPOL, USA Staffing or equivalent. 6. Have a minimum of 2-5 years of direct supervisory experience to include recruiting, hiring, evaluating, etc. 7. Have a minimum of 2-5 years of experience overseeing CYS Facility Management (Health, Safety, Fire, DPW, etc.).
