Java Developer - Application Modernization Projects (Job Number:440773)Description:Job Description:SAIC is hiring Java Developers to work within an Agile team to support the FDA Center for Veterinary Medicine (CVM) Information Technology Program, Operations, and Modernization Support (CITPOMS) Program. The purpose of the FDA's CVM IT Program Operations and Modernization Support (CITPOMS) BPA is to provide full system life cycle management support and continuity of services across the CVM IT program. SAIC's approach will include leveraging the existing processes and procedures that we established with FDA CVM on the prior contract as well as leveraging Microservice Architecture, DevSecOps, and ITIL principles and tools. Under this program SAIC will conduct full lifecycle SW development using FDA's SDLC processes (a.k.a., EPLC) to implement two major software development projects: 1) Redesigned Corporate Data Portal and 2) The Pre-market Structured Product Label application. 1) Redesigned CDP: CDP (Common Data Portal) is a suite of Web applications responsible for reception and approval of Animal Drugs for Center of Veterinary Medicine at FDA. Layers are developed using AngularJS and Bootstrap, Spring MVC, Spring Security, REST, JPA/Hibernate and Weblogic. ESS, DCU Engine are the batch applications that process CVM Submissions. STARSWS and Mediator is a SOAP Webservice that give access to the Database and Documentun respectively. 2) Pre-market SPL. Currently, CVM receives labeling in two formats, PDF and the Structured Product Labeling (SPL) standard. SPL is a document markup standard based on extensible markup language (XML), which is approved by Health Level Seven (HL7) and adopted by FDA.Pre-Market SPL is a new application that will harmonize the review of CVM labeling into a single, standardized file format that will reduce the burden on both CVM and the regulated industry addressJob Responsibilities:Developers will participate in 2 teams (approximately 10 people each) to design, develop and implement these applications using and agile-like environment and in accordance with the FDA System Development Lifecycle called EPLC; implement FDA processes to deploy the application in environments including Dev/Test; assist in documenting application architecture, design, implementation plan, Operation Manual, Runbooks, and version description documents; demonstrate application functionality to customers; assist in identifying and remediated defect fixes in during test and burn in periods.Qualifications:TYPICAL EDUCATION AND EXPERIENCE: Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experienceEducation and Experience:- Bachelors and 5+ years experience developing applications using Java.Tools & Technology:- Java7, Java, Java EE, Spring MVC, Spring Security, Spring Batch, REST, SOAP, JPA/Hibernate, AngularJS, Bootstrap, Maven, Eclipse, Weblogic, Subversion Preferred experience with DevOps, Containerization, HP ALM, Jira.REQUIRED QUALIFICATIONS:- Must have strong writing / reporting and verbal communication skills- Must be able to perform in a high-pressure fast- paced environment- Must be able to quickly learn and apply new tools and technologies- Must be flexible in a constantly changing business landscape- Must have strong customer service orientationDESIRED QUALIFICATIONS & EXPERIENCE:- DevOps experience- Experience with health IT systems- Possess demonstrated experience with Operations support within an ITIL Service Operations management framework- Experience with multi- tiered application environments with SQL, Web services, Web API, HTML5, and XML developmentCLEARANCE REQUIREMENT:- Must be able to obtain an HHS Public Trust Clearance.SAIC Overview:SAIC is a premier technology integrator providing full life cycle services and solutions in the technical, engineering, intelligence, and enterprise information technology markets.
