PURPOSE

The Senior Federal Project Developer (SFPD), working closely with the project's (Senior) Business Development Manager (S)BDM, provides technical leadership to assigned project teams relating to the development of project opportunities within the Federal Business Unit (FBU). Support by the SFPD for project opportunities begins with the formal onset of the procurement process by the engaged Federal agency through contract award, implementation and any long-term contract performance obligations.

The SFPD, with guidance from the (S)BDM and insights gained from direct customer interactions, will identify, scope and develop firm fixed price projects incorporating energy efficiency, distributed energy, and infrastructure improvements in performance contracting and other design build and/or infrastructure related contract vehicles in the Federal market. The SFPD seeks to understand customer requirements and challenges in order conceptualize and guide the development of contractually compliant projects which meet customer, (S)BDM and ENGIE organizational objectives. The SFPD will provide guidance to team members in the preparation of all project related energy and cost values to meet agency expectations regarding performance, engineering and measurement expectations and rigor, as appropriate. The primary focus of the SFPD's efforts are made during the formal procurement process and ends at contract award.

The SFPD is an individual contributor responsible for contributing their expertise and personally prepare work-product contributions on projects. As the technical focal point, the SFPD will provide guidance and mentor internal and external resources, and subcontractors. The SFPD is responsible for ensuring project proposals describe project scopes of work which are clear, well-defined, without ambiguity and consistent with associated costs and implementation schedules and service obligations. The SFPD is responsible for preparing and managing project development budgets and schedules.

The SFPD is expected to establish collaborative and ongoing relationships with the customer's organization as well as subcontractors.

ESSENTIAL JOB FUNCTIONS

* Effectively report status of projects and facilitate communication among and between project team members and stakeholders

* Adhere to and recommend enhancements for the continuous improvement of the FBUs tools and processes in project development, implementation and long-term performance services.

* Prepare, monitor and manage project development activities, including costs, resources and schedules requirements

* Conduct and coordinate technical, cost and performance related proposal and contract document reviews

* Act as the technical focal point in the preparation of contractually required proposal documents and schedules, such as Task Order schedules in the case of ESPC, and other necessary financial and supporting cost schedules.

* Coordinate the activities of team members to ensure development schedules are met, including interim development deliverables

* Prepare and participate in formal presentations as necessary at key customer meetings in collaboration with and support of the (S)BDM.

* Apply technical/engineering knowledge to identify and develop project scope opportunities including:

* Developing contractually viable conceptual project solutions

* Setting technical assessment requirements

* Develop basis of design, scopes of works, rough order of magnitude cost estimates and proposal documents

* Participate in site visits, equipment condition assessments and bid preparation documents

* Assisting as necessary in scope of work cost proposals and

* Assisting as necessary in implementation schedule preparations

* Economic and financial schedule preparations

* Compose and write reports, business correspondence, procedural requirements and subcontractor and consultant scopes of works

* Mentor and working collaboratively and effectively with team members

* Other tasks as assigned by manager

REQUIREMENTS

* In-depth technical knowledge of facility energy infrastructure (mechanical and electrical systems and equipment), renewable or alternative energy technologies, energy conservation practices, facility operation and maintenance and other ancillary building systems.

* Develop and/or manage complex projects and/or large or multiple projects simultaneously

* Demonstrated skills in priority organization, technical writing, detail-oriented approach, with ability to produce results in a fast-paced business environment.

* Demonstrated ability to work a problem or task to conclusion, using available resources

* Demonstrated ability to interact and work with multi-functional teams including: sales, customers, equipment vendors, multi discipline engineers, utilities, and Federal agency representatives.

* Provide technical support, analysis, and demonstrate technical expertise to others, including:

* Read, analyze and interpret professional journals, technical procedures or government regulations

* Interpret an extensive variety of technical and mechanical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables

* Define problems, collect data, establish facts, and draw valid conclusions to solve complex problems and issues without regular supervision.

* Strong computer skills and abilities, including Excel, Project, Word, Visio and Powerpoint. (MS Access also desirable).

* Demonstrated interest in continuous lifelong learning

* Entrepreneurial spirit, great team player and solutions minded

* Excellent communication skills, oral and written, with the ability to clearly and concisely present and explain technical and economic information internally and externally to customers

* Maturity and professionalism to effectively handle exposure to all levels of management within customer, subcontractor, partner or internal organizations.

ESSENTIAL PHYSICAL ABILITIES

* Occasionally move about inside the office to access file cabinets, office machinery, etc

* Able to lift 25lbs, bend, stand, climb ladders, and walk

* Able to get from office to off site customers

EDUCATION/EXPERIENCE

REQUIRED:

* BS/MS degree in a technical field. Required educational backgrounds from electrical, mechanical, civil, construction or other engineering related disciplines.

* Minimum of 10 years of progressive experience in developing, managing and implementing a range of Federal Energy related performance contracts (ESPC / UESC) or related energy design build and/or utility privatization projects.

* Demonstrated successful team management skills with the ability to form, lead, coach and develop successful cross functional Project Development teams

* Energy Industry knowledge in developing energy conservation or management projects such as Cogeneration, Demand Side Management, Renewable energy technologies, Supply Side Management and HVAC energy reduction projects

* Experience in conducting and directing infrastructure and energy audits conforming with the requirements of one or more of the described Federal contract vehicles to include equipment and infrastructure condition assessments, baseline and measurement plans.

* Experience in the overall integration of design
