global security? The Intelligence Sector at Leidos currently has an
opening for a Program Manager – IT & Cybersecurity to work in our
Linthicum, MD location. This is an exciting opportunity to apply
your leadership and technical program management expertise in
support of a U.S. Government partner responsible for enterprise IT
operations and cybersecurity defense. In this mission, we provide
comprehensive operational, analytical, technical, and program
management support across enterprise architecture, cloud
environments, DevSecOps pipelines, cybersecurity operations, and
hybrid infrastructure initiatives. You will lead multidisciplinary
teams operating in highly secure environments while driving
innovation, operational readiness, and cybersecurity resilience.

Phase/Contingent Upon Award. Security Clearance: U.S. Citizenship
with an Active or Current DoD TS/SCI required. We are not able to
sponsor the clearance requirement. What you'll be doing: The
Program Manager provides comprehensive leadership and oversight for
enterprise IT and cybersecurity operations supporting a U.S.
Government partner. This includes managing technical teams
responsible for infrastructure modernization, cloud strategy
implementation, DevSecOps integration, cybersecurity monitoring,
vulnerability management, and risk mitigation. Responsibilities
include overseeing complex program execution from initiation
through sustainment, developing and maintaining Program Management
Plans (PMP), Risk Management Plans (RMP), integrated master
schedules, and performance metrics. The role involves establishing
governance structures to ensure cost, schedule, and technical
performance objectives are achieved while maintaining compliance
with federal cybersecurity frameworks and operational standards.
The Program Manager engages senior stakeholders to gather
requirements, provide program updates, and align IT and
cybersecurity initiatives with strategic objectives. This role
requires identifying emerging technology trends, potential risks,
and operational challenges while implementing corrective actions as
needed. The individual prepares executive briefings, manages
workforce planning, facilitates interagency coordination, and
ensures continuous improvement of enterprise IT and defensive cyber
operations. Needed Experience, Skills, and Education: Bachelor's
degree and 10 years of experience managing complex enterprise IT
and/or cybersecurity programs supporting federal missions.
Additional years of experience may be considered in lieu of degree.
Experience overseeing multidisciplinary technical teams (cloud,
DevSecOps, cybersecurity, infrastructure, AI/ML, hybrid
environments) Experience managing cost, schedule, scope, and risk
for large-scale government programs Experience performing financial
and performance monitoring of contracts Experience implementing
enterprise IT governance structures. Project Management
Professional (PMP) certification. Strong leadership,
organizational, and communication skills Experience operating in
high-security, mission-critical environments. Clearance Needed:
U.S. Citizenship with an Active or Current DoD TS/SCI required. We

Experience, Skills, and Education: Master’s degree in
Cybersecurity, Computer Science, Information Systems, Business
Administration, or related field. Experience supporting federal IT
modernization or cybersecurity transformation initiatives.
Familiarity with Risk Management Framework (RMF), FISMA, and
federal cybersecurity compliance standards. Knowledge of DevSecOps
methodologies and cloud governance practices. Experience managing
hybrid cloud or multi-impact level environments. Certifications
such as CISSP, CISM, CCSP, SAFe Agilist, or ITIL. Experience
ensuring cybersecurity workforce certification compliance under
federal workforce frameworks. Preferred Tool Experience: MS Project
Microsoft Office Suite (advanced Excel and PowerPoint) DevSecOps
toolchains (CI/CD platforms, automation pipelines) Cloud platforms
(e.g., AWS GovCloud, Azure Government) Vulnerability management and
security monitoring platforms Risk management and dashboarding
tools Enterprise collaboration tools (SharePoint, Confluence, Jira)

Range: Pay Range $131,300.00 - $237,350.00 The Leidos pay range for
this job level is a general guideline only and not a guarantee of

well as internal equity, alignment with market data, applicable
