Job Description:
Eagle Health is seeking a Guinea COVID-19 Coordinator (Technical
Advisor) to join our team in support of the US Agency for
International Development (USAID). Under this task order, the
Contractor will provide support services to contribute to the
mission of the U.S. Agency for International Development (USAID).
The primary objective of the task order is to provide services and
deliverables through the performance of a COVID-19 Coordinator to
USAID's Guinea Mission.The mission of USAID is to accelerate human
progress in developing countries by reducing poverty, advancing
democracy, building market economies, promoting security,
responding to crises, and improving quality of life. Working with
governments, institutions, and civil society, the Agency assists
individuals to build their own futures by mobilizing the full range
of America's public and privacy resources through its expert
presence overseas. Responsibilities: The COVID-19 Coordinator will
support the Mission with COVID-19-related activities funded though
the American Rescue Plan Act (ARPA). Activities include various
technical areas, including Service Delivery, Demand Creation,
Supply Chain Management, and Policy & Coordination implemented by
both central and bilateral mechanism partners. The consultant for
this assignment would take the lead for the planning,
implementation, and monitoring of all COVID-19 activities with the
support of the Health Office Team and under the supervision of the
Health Office Director. Participate in National Health Security
Agency (ANSS) surveillance and strategic meetings to stay abreast
of COVID-19 situation in Guinea and provide feedback as needed to
improve data and advocate for its use for decision making Conduct
daily reviews of COVID-19 data to look for trends in morbidity and
mortality and share with Health office as necessary Prepare
COVID-19-related briefs for leadership; draft Emergency Action
Committee (EAC) bi-monthly report for Health Team Director's
review; draft talking points for mission leadership meetings with
Government Officials; provide COVID-19 data as needed for by
mission or embassy leadership. Co-Support Agreement Officer's
Representatives (AORs) in managing COVID-19 Implementing Partners
(IPs), as needed Participate in field visits both inside and
outside of Conakry to monitor project activities Review new
solicitations for new applications to identify requirements. Lead
needs assessment/gap analysis; draft application and submit to
Health Team for review; revise for submission to HQ; address
questions from reviewers and coordinate responses from Health Team
Develop Scopes of Work for new grants in coordination with AOR/COR
and IPs Ensure that monthly and quarterly reporting is received,
analyzed, provided to USAID/Washington, and utilized for decision
making by the Mission and implementing partners; review and comment
on all reports, reconciling comments and obtaining necessary
clearances before submission to USAID/Washington Maintain and/or
establish excellent working relationships with Government
officials, and all relevant decision makers/policy planners
Participate in technical and financial partner (TFP) coordination
meetings. Maintain good collaboration with partners to coordinate
efforts and avoid duplication of services or funding. Conduct other
activities related to COVID-19 as indicated by shifting
implementation conditions or determined by the Health Office
Director Requirements: Master's degree or equivalent from an
accredited college or university in a relevant field with at least
six years of experience relevant to international development,
including at least one year of experience at the GS-13 equivalent
level. Strong technical skills in health programming, including
monitoring and evaluation and project management; experience with
COVID, vaccination, health management information systems, supply
chain, or infectious disease preferred Strong written and verbal
communication skills, including fluency in French and English (FSI
level 3 or above: French; 4 or above: English) Demonstrated
in-depth knowledge of public health principles and programming
(COVID, vaccination, or infectious disease expertise and knowledge
extremely useful but not required) Demonstrated experience
providing effective oversight of diverse organizations including
public international (e.g., UN) organizations, NGOs, and for-profit
entities Expertise in MS Office software/tools including Word,
Excel, PowerPoint, email applications Ability to travel to field
approximately 20% of time, including areas with rough roads and
some health hazards such as malaria and periodic outbreaks of viral
hemorrhagic fevers Ability to obtain and maintain a Public Trust
clearance for Facility Access
