DESCRIPTION OF DUTIES The selected individual shall provide support for the USAF Office of Commercial Economic Analysis (OCEA), (SAF/CDMC), enabling their mission through human resource support, coordination, and business continuity planning.This Position supports offices in National Capital Region and may include outlying locations within next year.Thehuman resources staff officer manages the day-to-day human resources, personnel management, and billet management for the Director, Deputy Director and Project Managers within the office.The Contractor will serve as the facilitator of the weekly human resources staff meeting, prepares and oversees personnel management and human resources and personnel technical data, databases, and correspondence. Some aspects of support include:

Review and interpret incoming policy to the office, making implementation recommendations to the Office Director, Deputy Director and Project Manager leadership Extract and synthesize information to prepare briefings, read aheads, and other materials for the Office leadership. Assemble and process hiring Packages as needed for the SAF/CDM and SAF/CDMC. Serve as facilitator to Daily events and Weekly staff meeting, provide personnel administrative and coordination support to forums.The HR specialist is responsible for supporting the Director and Deputy Directors in developing theHR strategy; assessing and prioritizing manpower and personnel topics; coordinating with USAF and other agencies; and documenting and tracking actions. Provide support for commercial economic analysis by coordinating among diverse organizations and assisting with updating and implementing human resources analysis, and personnel management planning solutions. Serve as direct support to the OCEA Front Office. Maintain records management, office procedures, and policies memorandums; be proficient on government systems (i.e., PeopleSoft, Defense Travel Systems, Tasking Management Tool (TMT), Defense Civilian Intelligence Personnel System (DCIPS)); Update calendars, prepare travel arrangements (pre and post); and perform office administrative functions (i.e., answer phones, messages, visitors request, and greeting/introduction for incoming visitors. BASIC QUALIFICATIONS 15+ years Human Resources/Personnel Management/ Military Personnel experience (including 10+ years supporting USAF Programs and 5+ years with MS Office) Knowledge of USAF Civilian, Military, and Reserve personel mangement data systems and processes Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy Proficient with MS Windows and MS Office applications and software.Proficient on government systems: PeopleSoft, Defense Travel Systems,TMT, Defense Civilian Intelligence Personnel System (DCIPS). US Citizenship is required.Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Top Secret).Must have an active Top Secret/Special Compartmented Intelligence (SCI) clearance. PREFERRED QUALIFICATIONS Bachelors Degree. Knowledge of USAF/DoD human resources processes and personel records management procedures. Knowledge of OSD and other Services Civilian, Military, and Reserve database systems and processes.
