Summary

As the Human Resources Specialist for the Office of Congressional Workplace Rights, you will be responsible for providing quality customer and consultative service, expert technical advice and assistance to management related to employee and labor relations.

    Duties

    PLEASE NOTE: This is a full time, six months reimbursable detail opportunity for an employee at the GS-11 or 12 level, or its equivalent, serving in any branch of government in this job series or another job series but with relevant experience. Initial action will be not to exceed six months but may be terminated earlier or extended to a year as needed in compliance with policy. Due to the nature of this detail, prior supervisory approval is mandatory.

    Responsibilities
  • Utilize various Human Resources Information Systems (HRIS) to process different types of personnel actions using the correct authority and nature of action codes, ensuring personnel actions comply with legal requirements and human resources policies, regulations and procedures. Research, analyze or troubleshoot problems with employees' information i.e. pay, leave, SCD, etc.
  • Monitor and initiate personnel actions in National Finance Center (NFC) automated human resources, finance and payroll data base (i.e. code and submit personnel actions, verify accuracy of personnel actions, resolve discrepancies).
  • Resolve discrepancies with NFC human resources error control reports and required personnel suspense actions.
  • Serve as an expert for a significant human resources functional area which includes recruitment/staffing, training and development, etc.
  • Advise senior leadership in areas of human resources administration, support, policies and customer service.
  • Develop and maintain processes to improve human resources services.
  • Implement and interpret human resources policies, procedures and guidance across multiple functions to include recruitment and benefits.
  • Analyze data and identifies/proposes solutions to human resources management problems and issues.
  • Onboard new employees to include coordinating with other federal agencies and/or National Archives and Records Administration (NARA).
  • Establish and maintain effective relationships with managers providing advice and guidance on human resources issues related to employee relations, performance management, benefits, staffing, classification, and accountability to managers, supervisors and senior management.
  • Conduct new employee orientation.
  • Maintain agency training schedule.
    Perform other duties as assigned.

    Must be able to obtain and maintain a favorable High Risk Public Trust.

    Qualifications

    At least 5-7 years of federal human resources experience with demonstrated knowledge of and proficiency in NFC, EPIC, WebTA/GovTA to process personnel/payroll transactions.

    Competence in recruitment activities, benefits/compensation administration, onboarding/offboarding, and employee relations.

    Excellent verbal, written, and interpersonal skills.

    Ability to interpret policy and resolve complex problems that may arise.

    Excellent interpersonal skills to form mutually beneficial relationships with staff, vendors, or other external and internal stakeholders.

    A certification as a PHR or SPHR is preferred.

    Education

    Minimum of a Bachelor's Degree in a relevant field.

    This announcement is for a detail only. The selected candidate will remain at his/her current grade and rate of pay.

    This detail is for a period up to six months. The detail may be terminated at any time during this period or extended as needed in compliance with OCWR's policy. Upon conclusion of the detail, you will be returned to your former office and position.

    This is not a temporary promotion opportunity. The individual selected will be detailed to OCWR at their current grade and salary.

    Relocation expenses will NOT be paid.
