Organization Overview:

The Appalachian Regional Commission (ARC) is an economic development agency of the federal government and 13 state governments focusing on 420 counties across the Appalachian Region. ARC's mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation.

Responsibilities:

ARC seeks an HR Coordinator to support the full employment life cycle, for all ARC employees, including background checks, onboarding, employment processing, data maintenance and reporting, performance management, professional development, employee engagement, leave management, safety and security, EEO compliance, and off-boarding. This position will be primarily responsible for processing recruitment, personnel, payroll, and benefits transactions for both Non-Federal and Federal staff, coordinating the agency's day to day contact and responsibilities with third-party vendors, Federal agencies, insurance carriers, and others for all matters pertaining to payroll and benefits administration. This position works closely with the Director of Human Resources to ensure HR strategies align with and support the agency's objectives as well as federal, state, and local regulations.

Required Qualifications:

  • Relevant experience demonstrating application of human resources best practices, principles, laws, and regulations, and/or programs including knowledge of federal, state, and local HR regulations, payroll, and benefits (i.e. ADA, EEOC, FMLA, HIPAA) including the ability to stay up to date and apply information to ARC structure and process.
  • Ability to learn and apply HR regulations and processes within the Federal Sector including payroll (NFC and T&A), benefits, and retirement systems
  • Demonstrated effective organizational skills, high level of attention to detail, professional demeanor including complete respect for the confidentiality of sensitive data, discretion, and a customer service perspective
  • Core competencies: accountability, adaptability, collaboration, communication, and critical analysis
  • Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work
  • Successful completion (prior to hire) and maintenance of background security review; U.S. citizenship required
    Why ARC?

ARC generally follows the General Schedule Salary Table of the Federal government. ARC's grades denoted by "NF" are equivalent to the GS chart. Temporary telework due to COVID-19; position is located in Washington, DC.
