Position Description
The Human Resources / Training Coordinator (HR/TC) is an important position responsible for managing all aspects of human resources and training coordination issues both for the overall OMS contract including all positions, and for recruiting and retention issues for the ERT positions and staff associated with operating, maintaining, sustaining and securing the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) satellite ground systems. Will be the key interface between the ERT Program Manager / Deputy PM, the Contracting Officer's Representative for business issues, customer financial management, ERT Business Infrastructure (accounting, project controls, HR, and contracts), and subcontractor business managers for business related reporting, oversight, and planning. Will work closely with the PM and Deputy PM to ensure that contractual performance and activities flow seamlessly into the ERT Corporate and Government business planning and reporting functions. Will work to enhance employee dedication to quality while fostering a culture of respect, trust, and integrity. Will serve as the lead authority in financial administration and provides timely, high-quality reports and deliverables meeting all requirements. Specific duties include:

  • Develop and maintain the Staffing Plan and organization chart for each task order.
  • Provide Staffing Plan and deliver to the government as required.
  • Provide staffing reports for monthly, quarterly, and other management reports and information requests.
  • Develop and maintain the contract Staffing List covering all task orders.
  • Maintain a list of all training taken by the contract staff relevant to, or required by, work performed on the contract.
  • Assist the Government in identifying training for Government and Contractor personnel that will improve operations, maintenance, and sustainment of assigned systems.
  • Track required training completion and provide progress reports on completion and training still required.
  • Assist the Government in identifying training for Government and Contractor personnel that will improve operations, maintenance, and sustainment of Assigned Systems.
  • Work with Project Manager to support and coordinate Maintain a training log by employee and provide a training status report monthly.
  • Work with Task Order Project Managers to maintain, gain approval from the COR, and advertise a training calendar of ERT-provided training.
  • Maintain the archive training materials and media stored in NSOF identified location (SharePoint, Google Drive, etc.) for all ERT provided training for all task orders that meets the deliverable requirements.
  • Support contract / task order transitions by planning, and supporting transition activities, oversight, and reporting. Provides key inputs to Phase-In Transition Plans for each task order as required.
  • Perform HR functions to maximize incumbent capture strategies.
  • Attend OMS and NOAA meetings on HR and Training as requested.
  • Create meeting agendas, topic presentations, meeting minutes, action items and follow ups for all meetings attended as requested.
  • Respond to ad hoc data requests, data calls, and management inquiry with timely, accurate, and complete information, reports, presentations, and data.
  • Attend weekly and monthly meetings and provide meeting action items, presentations, reports, and meeting notes as required.
  • Attain and maintain expert level skills in HR and Training Coordination techniques and tools, and general office automation tools.
  • Provide briefings / training on the HR, benefits, training topics, tools, use, features, capabilities to managers and staff members. Required Skills
    8+ years of experience and training in human resources, including recruiting, retention, benefits, performance management, workforce development / skills acquisition and training. Demonstrated written and oral communications skills, including ability to communicate effectively with customer and contractor senior management. Teamwork experience and skills in communicating with teams. Expert level skills in supporting an organization that uses automated systems for recruiting, leave accounting/payroll, benefits, and retirement.
    • Familiarity with ISO 9001 and Capability Maturity Model Integration (CMMI) DEV and SVC practices.
    • Expert level skill with Microsoft Word, Adobe Acrobat, Microsoft Excel. Must be able to pass a background investigation to obtain a security badge to enter the applicable government facility. Education
      High school or equivalent, BS preferred.
