Duties Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. The incumbent serves as Government Information Specialist in the U.S. Department of the Treasury, Bureau of the Fiscal Service, Deputy Commissioner Accounting and d Services, Fiscal Accounting (FA), Office of Data Transparency. The office, similar to a Chief Data Officer program, leads the transformation of Fiscal into a data-centric organization. Responsibilities As a Government Information Specialist, you will: Monitor changes in applicable law and policy that affect data security and governance and proactively acts to update programs, policies, standards and best practices based on this information. Advise management on policy and regulatory steps to be taken and leads the effort to ensure the implementation of appropriate policies and procedures during long-range strategic and technical planning and implementations of data security technology across multiple platforms. Conduct analyses, evaluations, examinations, or other fact-finding studies related to the Privacy Act Programs being conducted within agency program customers. This includes the application and interpretation of Privacy statutes, standards, and best practices which apply both government-wide, as well as those applicable/specialized to only the Data Transparency program. Assess privacy risks associated with programs, operations, and technology. Review current state Fiscal Service practices and culture on the use and sharing of data and recommend changes to maximize data openness, data sharing within Fiscal and to agencies, and ensure appropriate protection. Coordinate the execution and implementation of all data privacy tools, people, processes and procedures enterprise-wide while ensuring internal and external standards are followed. Work with external data providers in the private sector and across government, as well as with senior leadership and legal counsel, to identify, recommend, and implement changes to facilitate data access and sharing within Fiscal and to other agencies. Coordinate requests for presentations and briefings from management officials; collect, compile, and categorize program data and statistics for official distribution and dissemination. Develop and prepare presentations and briefings for clearance and ultimately briefs senior level officials at agencies to include senior executives such as those that sit on the Data Integrity Boards at agencies which usually consists of Chief Privacy Officers and Assistant Commissioner level executives. Travel Required Occasional travel - 1-5 days a year. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience working in a federal privacy program tasked with ensuring compliance with federal privacy laws, regulations, and policies. Examples of such experience should include: Assisting in developing, implementing, and maintaining privacy policies and procedures; OR Interpreting and providing guidance on privacy-related policies and procedures; OR Experience supporting the governance of data at the enterprise level, including developing policies and practices to manage and improve data security and facilitate data sharing; OR Drafting, developing, and delivering briefings and presentations to customers, peers, and leadership; OR Conducting research and providing technical advice and guidance related to privacy issues in a privacy program. Education Additional information Factors such as cost effectiveness, labor market conditions and difficulties in filling the position will be reviewed in determining if payment of relocation expenses is in the best interest of the Government.
