Technology is critical to the success of Company. The Chief Information Officer (CIO) is the top technology executive at the Institution and provides strategic information technology vision and leadership in the development, implementation, and management of the Institution’s technology needs. S/he will play an integral role in helping to expand Company core mission of conducting high-quality, independent, high- impact research. S/he will work closely with senior management and all levels of Company’s staff to ensure IT services are cost effective while meeting the overall needs of the Institution’s goals and mission. The CIO will be responsible for ensuring that Company is capable of meeting the complex computing and security needs of a multinational think tank and will provide the visionary leadership and oversight to direct and develop the IT staff, contractors, and technology users to produce maximum impact of IT investments in support of the mission of the Institution. It is imperative that s/he collaborate and forge successful working relationships with cross-functional business partners, researchers and end users in a fast-paced environment and will balance long-term strategic vision with the ability to move and react quickly while displaying flexibility to plans and situations that change with short notice. The CIO will support a global user base of approximately 800 (approximately 400 onsite), consisting of researchers, scholars, experts from government and academia and others, and will provide day-to-day oversight and professional coaching and development for a technology team of approximately 20 people. Currently the IT budget is approximately $6 million. Responsibilities Partners with cross-functional business leaders and end users to create a vision for how technology can be a competitive differentiator for Company – utilizes data, analytics, machine learning and new progressive technologies to help create a differentiated experience and drive efficiency in operations. Challenges the status quo, brings forward new ideas and drives the development of a winning future technology strategy for the Institution; develops an innovative but realistic technology roadmap and implements the discipline that will enable Company to get from where they are today to where they need to be tomorrow. Interfaces with researchers and management of all research and business units to anticipate technology needs and tools for meeting those needs; advises of practices or technologies that are or will become appropriate for their needs. Analyzes and provides the leadership to support research and management needs regarding information access, retrieval, and control, and the use of information technologies in the Institution’s operations and processes. Develops and oversees the implementation of long- and short-term strategic and operational plans for IT that align with the Institution's strategic priorities, business needs and resource planning. Leverages and transcends the existing IT applications/infrastructure environment to a new, more modern architecture to support future strategy and evolving needs of the Institution. Builds best-in-class technology capabilities with innovative delivery models leveraging both outsourced and in-house service teams. Oversees the selection, implementation and management of the Institution’s ERP solutions in close collaboration with the CFO and CHRO. Provides leadership and advice to ERP users to ensure effective, impactful and efficient operations. Oversees management of third party ERP vendors. Institutes and enforces security measures that are relevant to how the Institution operates, appropriately balances information assurance with ease of access to information necessary to job productivity, protects the information resources of the Institution, ensures regulatory compliance, and provides leadership in the education of all staff on the ethical uses of those resources. Oversees the development and support of Institutional Disaster Recovery and Business Continuity Plans for IT assets. Leads and develops an effective IT Management Team to ensure optimal performance and effectiveness and oversees the activities of the team in the execution of all IT responsibilities. Coaches IT staff with a focus on individual job and career development including identifying and supporting successors for key positions. Develops, submits and manages the operational and budgetary requirements for technology solutions to support Company strategy and business needs. Submits regular progress reports to management in context of timeliness, performance, quality, and costs to ensure all projects are undertaken on time and to approved budget. Oversees the development and implementation of the departmental operating and capital budgets, allocating resources to meet the departmental mission short and long-term. Oversees the selection and prioritization of the Institution's capital expenditures for technology. Spearheads and champions Institution-wide information management and information- sharing across program boundaries, providing best-in-class infrastructure and technologies to accomplish the efficiencies and innovations promised by those practices. Assists and supports Company’s Communications Office and their vendors as needed to support and provide tools for Institutional outreach, including the Institution's public website, video editing suite and related outreach systems. Supports a culture of client service, continual improvement and collaboration within ITS and throughout the Institution stakeholder community. Is a role model of integrity, client service and results oriented focus. Coordinates the training and education of all Institution employees and affiliates on the proper and optimal use of Institutional technology resources, including the areas of security and information assurance. Qualifications Technology background that includes experience serving as CIO or Head of IT with a proven track record of leading people, effectively and efficiently managing departmental operations and finances, aligning processes and technology in the pursuit of strategic business outcomes. Of critical importance is expertise implementing enterprise class ERP solution(s). Proven experience building credibility and collaborating with senior business leaders, researchers and end users across the organization; able to drive change through influence and persuasion. Proven experience leading innovative digital enterprise transformation and implementing modern technologies such as cloud, big data/analytics and emerging technologies to enable productivity and growth. Experience and comfort working in a global, decentralized environment with multiple offices and a highly mobile 24/7 workforce. Experience in a non-profit, mission-driven, academic and/or research heavy environment is a plus. Commitment to superior customer service and continual improvement. Possesses a transparent and timely communication style. Holds others accountable and takes responsibility for one’s own actions. Possesses sense of humility and professionalism to ensure success across the Institution. Has a high degree of entrepreneurial spirit and takes initiative; not afraid to “roll up sleeves”. Passionate about Company mission and recognizes his/her role in fulfilling the mission. A strategic and creative thinker, who can see beyond what is and imagine what should be. A strong negotiator with high-level influencing skills. The ability to communicate effectively with both internal and external stakeholders is important. Excellent business acumen combined with creative problem solving and analytical skills. Results-driven, disciplined and hard-working, with a focus on setting and meeting deadlines and budgets. Ability to adjust rapidly and frequently to new situations, able to help others accept and adapt to change. Good balance between entrepreneurial creativity and tenacity. Experience of, and sophisticated approach to, multi-stakeholder relationship management. Strong leadership capabilities with a high level of maturity and emotional intelligence; possesses the intellect and executive presence to interface in an “academic environment” (researchers, PhD’s, etc.) as well as work in a commercial context with business leaders, vendors and other stakeholders. Ability to attract, develop, mentor, and retain top technology talent.
