all.POSITION SUMMARYThe Associate Director/Director of Legislative
Affairs works in close partnership with the SVP, Federal Affairs to
advance ACHP's policy and advocacy agenda. This person has
considerable skill in all facets of advocacy work with a particular
focus on capturing and disseminating the unique contributions of
nonprofit, community health plans. This person partners with senior
management and member plan government relations leaders to develop
and implement advocacy strategies on key priorities. This is a
vital position in a fast-paced, highly collaborative,
member-focused environment.The Associate Director/Director of
Federal Affairs is a self-starter, creative and flexible, and has a
passion for policy and politics. This person must be able to work
independently, in partnership with the SVP, Federal Affairs, to
manage a portfolio of health issues. The Associate
Director/Director is accountable for lobbying Congress and driving
positive results, including elevating ACHP's congressional
relationships and profile to shape legislative policy and
outcomes.CORE DUTIES AND RESPONSIBILITIESCongressional Lobbying and
Advocacy Strategy
- Manages a portfolio of essential House and Senate
relationships
- Represents the unique payer-provider model in health care
- Develops and contributes to the development and execution of a
lobbying strategy that advances the ACHP advocacy agenda at the
federal level
- Builds and expands strong relationships with members of
Congress on key committees of jurisdiction and their staff to
achieve measurable advocacy outcomes, including regulatory relief
and legislative action
- Monitors and anticipates relevant political and policy
developments impacting member organizations and develops strategies
for engagement around them
- Contributes to the management and growth of ACHP PACNetworking
and External Affairs
- Attends hearings, meetings and various events in Washington to
represent ACHP as needed
- Builds and maintains ACHP's relationships with key policymakers
and health care stakeholders in D.C., with a particular focus on
congressional committees of jurisdiction and federal health
agencies
- Facilitates collaboration with like-minded stakeholders in
pursuit of policy aimsCommunication and Presentation skills
- Briefs key internal and external audiences on developments in
Washington and on ACHP's advocacy work
- Ability to synthesize complex policy documents into shorter,
easy-to-understand materials for diverse audiences via multiple
channels
- Plays a key role in planning and executing ACHP's in-person
member meetings, such as fly-ins and annual Symposium
- Contributes to ACHP's public affairs messaging and social
mediaPerforms other duties as assignedPROFESSIONAL EXPERIENCE,
EDUCATION AND OTHER QUALIFICATIONSRequired - Associate Director
level
- 7 + years of experience in combined public policy, health
advocacy or health sector
- Established bipartisan relationships on Capitol Hill and/or
Executive Branch
- Ability to register as a Federal lobbyist
- Critical thinking, strategic expertise
- Exceptional oral and written communication skills; ability to
synthesize and present complex information for various
audiences
- Strong capabilities with modern communications tools such as
PowerPoint, Excel, Twitter and LinkedInRequired - Director
level
- Advanced degree in related field
- 10 + years of experience in combined public policy, health
advocacy or health sector
- Extensive experience representing clients or members on Capitol
Hill
- Proven track record of successfully navigating the Washington
political and policy environment
- Deep understanding of government health programs such as
Medicare, Medicaid and the Marketplace, as well as prescription
drug policy and other key areas of interest for the insurance
